REGULAR MEETING MARCH 23, 2009 <br /> <br /> <br /> <br />ORDINANCE NO. 9913-09 AN ORDINANCE OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROPRIATING $175,000 RECEIVED FROM <br /> THE U.S. DEPARTMENT OF JUSTICE FOR <br /> THE WEEK & SEED PROGRAM <br />This bill had third reading. Councilmember Dieter made a motion to pass this bill. <br />Councilmember Kirsits seconded the motion which carried. The bill passed by a roll call <br />vote of nine (9) ayes. <br /> <br /> <br />RESOLUTIONS <br /> <br /> <br />BILL NO. 09-19 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA <br /> REQUESTING THE SOUTH BEND <br /> REDEVELOPMENT COMMISSION TO STUDY <br /> IN GREATER DETAIL THE REQUEST TO <br /> FUND THE NEW TECH HIGH SCHOOL AND <br /> TO MEET PUBLICLY WITH THE COUNCIL <br /> <br />Councilmember Rouse, Chairperson, Community & Economic Development Committee, <br />stated that the Council continued consideration of this Resolution from their last meeting <br />in hopes of prompting the Redevelopment Commission to hold off supporting a $1.3 <br />million dollar pledge of TIF funds and an implied promise of $1.7 million more to <br />support the New Tech High School proposal. The Redevelopment Commission decided <br />to go ahead. The SBCSC Board is meeting tonight to discuss on whether to move <br />forward with the New Tech High School. Councilmember Rouse further urged the study <br />of the Hojnacki document, “Paying for Public Services in St. Joseph County: Benefit vs. <br />Burden. Councilmember Puzzello made a motion to continue this bill indefinitely. <br />Councilmember White seconded the motion which carried by a voice vote of nine (9) <br />ayes. <br /> <br />Council President asked City Clerk John Voorde to read into the record a letter dated <br />March 23, 2009, addressed to the Members of the Redevelopment Commission, signed <br />by Councilmember Timothy A. Rouse, Chairperson, Community and Economic <br />Development Committee and Council President Derek D.
