REGULAR MEETING NOVEMBER 11, 2013 season comes around, yard waste season. So we definitely need to be putting something out in the water bill. We will have to have other means, like on the website. Councilmember Henry Davis Jr.: Please make sure that these people understand that these things are available at these places. Eric Horvath: Absolutely. I also mentioned earlier we will make stickers as well. So if we do get people putting them out in plastic bags next year, we will sticker it so that they understand what the program is. It will tell them right on their their options are. Councilmember Henry Davis Jr.: That would be great. Thank you. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There being no one present wishing to speak to the Council either in favor of or in opposition to this bill, Councilmember Dieter made a motion for favorable recommendation to full Council concerning this bill. Councilmember Oliver Davis seconded the motion which carried by a voice vote of eight (8) ayes. BILL NO. 63-13 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AMENDING CHAPTER 17 OF THE SOUTH BEND MUNICIPAL CODE TO REINSTATE ARTICLE 2, SECTION 17-27.1 HAULED SEPTIC WASTE Councilmember Oliver Davis, Chairperson, Public Works and Property Vacation Committee, reported that this committee met on this bill this afternoon and voted to send it to the full Council with a favorable recommendation. Eric Horvath, Director, Public Works, 13th Floor County-City Building,227 W. Jefferson Blvd., South Bend, Indiana,made the presentation for this bill. Mr. Horvath advised that this bill would reinstate Section 17-27.1 as previously adopted in 2004. That Section addresses regulations for hauled residential septic tank and other liquid waste, and it was inadvertently deleted from the South Bend Municipal Code when Chapter 17 Article 2 was substantially amended in 2011 to comply with the Clean Water Act under Ordinance No. 10095-11. He stated that because regulation for the hauling of residential septic tank and similar liquid waste to the South Bend Wastewater Treatment Plant, and the assessment of fees for such hauling is important to the Plant operation, it is necessary to reinstate this into the code.
