Byorni <br />Area Plan Commission of St. Joseph County <br />1140 County-City Building <br />South Bend, IN 46601 <br />Dear Mr. Byorni: <br />January 10, 2009 <br /> <br />JAS 9 5 ~0~9 <br /> <br />This letter is written regarding APC #2494-08, which is a proposed ordinance regarding property <br />owned by John Rappelli, Leona Rappelli, and Rosemary Mandrici to zone from SF1 Single <br />Family and Two family District & MF1 Urban Corridor Multi-family District to MU Mixed Use <br />District, property located at the southeasterly corner of Ivy Court and Twyckenham Drive to <br />allow Small Retail Shops and Residential Rental Units. As a nearby residential property owner, <br />I am remonstrating against this proposal for the reasons identified below. Please note that I have <br />resided at my home on Twyckenham Drive (previously known as 54812 Ivy Road) for more than <br />59 years. Consequently, Ihave along-term significant interest in continuing to insure that my <br />neighborhood retains its current residential zoning character. <br />First, I am totally opposed to the proposal to allow retail shops on this street. Retail shops will <br />only further add to the congested traffic level on this street and deteriorate the current residential <br />characteristics of the neighborhood. Additionally, the nature of any retail shops that may occupy <br />this property, should it be rezoned to retail, is not yet known. However, I am particularly <br />concerned that any liquor stores, bars, or restaurants (especially those serving liquor) bye allowed <br />should this proposal be unfortunately approved. Such liquor stores, bars, etc. would be~light on <br />the neighborhood causing additional rowdiness, noise, trash, and the potential for more serous <br />traffic accidents to occur. The availability of suitable pazking spaces on-site for this particulaz <br />use is also not known. The use of off-street parking for any retail usage is certainly not <br />appropriate given the nature of the current traffic volume on Twyckenham Drive. Allowing any <br />strip mall on the street will totally destroy the remaining residential nature of the azea and <br />substantially decrease the ability forme to enjoy my own property's usage. _ <br />Secondly, I am also opposed to this proposal to appazently allow multi-family residential rental <br />units to occupy ties property. And I am particularly concerned about the esthetics of any <br />buildings, which maybe constructed should this petition be approved. Should the petition be <br />approved, ample parking and landscaping should be provided to insure the neighborhood retains <br />its residential characteristics orlook.
