2008 Annual Report <br />of the Community and Economic Development <br />of the South Bend Common Council <br />Date: December 3, 2008 <br />To: The South Bend Common Council <br />The Office of the City Clerk <br />Committee <br />From: 1St District Council Member Derek Dieter, Chairperson <br />Community and Economic Development Committee <br />I am pleased to file the following 2008 Annual Report of the activities of the Council's <br />Community and Economic Committee which is required by § 2-10 (i) of the South Bend <br />Municipal Code. As each of you will recall, the Community and Economic Development <br />Committee is charged with: <br />"Overseeing the various activities of the Department of Community and Economic <br />Development and programs directed by the Division of Community Development, Division of <br />Economic Development and Financial and Program Management "pursuant to § 2-10 (i) (2) of the <br />South Bend Municipal Code. <br />There were four (4) Council Members on this Committee, namely: 2°d District Member <br />Henry Davis, Jr., who serves as Vice-Chairperson, 4t'' District Council Member Ann <br />Puzzello, Council Member at Large Karen L. White serve as Members, and myself as <br />Chairperson. Mark Smith and M. Catherine Andres serve as the Committee's citizen <br />member. Each of our citizen members have attended most, if not all of the Committee <br />meetings, and have actively participated in discussions, as well as making many of the <br />motions on matters requiring advisory recommendations to the Common Council. <br />The Community and Economic Development Committee was one of the more active <br />standing committees, with nineteen (19) meetings being held as of this writing. The bulk <br />of the Committee meetings focused on various types of tax abatement requests; <br />appropriation requests from the UDAG Fund, Fund # 410; from the Industrial <br />Development Fund, Fund # 434; from HUD Shelter Plus Care; from Community <br />Development Fund # 212; submitting an application for a site assessment grant from the <br />Indiana Finance Authority; closing SEDA TIF Fund # 414 and transferring the funds to <br />AEDA TIF Fund # 324; proposed "Position Statement on Tax Abatement" in light of HB <br />1001; reviewing summaries of documents on the nine (9) companies notified that they <br />were preliminarily determined by the City Administration to be in non-compliance with <br />the local tax abatement regulations and subsequent CF1 compliance; Brownfield Site <br />Assessments; received an update on the Chamber of Commerce's Business Growth <br />
