Councilmember White made a motion to refer bill 40 -14 to the Health <br />and Public Safety Committee for Second and Third Reading for Public Hearing on July 28, 2014. <br />Councilmember Dieter seconded the motion which carried by a voice vote of nine (9) ayes. <br />There was no unfinished business to come before the Council at this time. <br />NEW BUSINESS <br />Councilmember Henry Davis, Jr. we have gone through a turbulent time and I would like to <br />discuss function versus dysfunctional. I have never known for an elected body to be <br />dysfunctional. Our jobs as elected officials per our fore fathers per our public requires us as <br />elected officials to function as elected by the people that brought them in to office, if that causes <br />some anger, ill will, it is the authority of the elected official and the body itself to participate in <br />the conversation with questions. As an elected body based on the constitution it is only <br />dysfunctional when you don't ask questions. In reference that has occurred over the last few <br />months, it is our duty to ask questions. We should be unapologetic when we ask questions. I <br />guess that what goes on here, I'm not in favor of that. I think a body that remains quiet watches <br />as the city dies. If we don't challenge things we run back to the status quo. I think it is apparent <br />that we need to discuss how we can be more functional. In the past I asked that we expand our <br />travel budget, I think those things are necessary. We need more access to more legal help, it is <br />33 <br />
