REGULAR MEETING APRIL 14, 2014 <br />BILL NO. 12 -14 PUBLIC HEARING ON A BILL AMENDING THE <br />ZONING ORDINANCE AND REQUESTING A <br />SPECIAL EXCEPTIONFOR PROPERTY LOCATED AT <br />1012 TALBOT STREET, SOUTH BEND, INDIANA, <br />COUNCILMANIC DISTRICT 4 IN THE CITY OF <br />SOUTH BEND, INDIANA <br />Council Attorney Kathy Farrand a motion to continue the following bill through May 12' and <br />referred back to the Zoning and Annexation Committee Bill 8 -14, bill 9 -14, bill 10 -14, bill 1I- <br />14, and bill 12 -14. So moved Councilmember Dr. Varner and seconded by Councilmember <br />Schey which carried forward by a voice vote of nine (9) ayes. <br />BILL NO. 23 -14 PUBLIC HEARING ON A BILL TO VACATE THE <br />FOLLOWING DESCRIBED PROPERTY: THE FIRST <br />EAST /WEST ALLEY SOUTH OF FAIRVIEW STREET <br />FROM THE EAST RIGHT OF WAY LINE OF KALEY <br />STREET TO THE FIRST NORTHEASTERLY/ <br />SOUTHWESTERLY ALLEY FOR A DISTANCE <br />OF 360 FEET MORE OR LESS <br />Councilmember Henry Davis, Jr., I would like to reserve my comments, I would like to let <br />someone else speak. <br />Councilmember Dieter, Public Works and Property Vacation Committee, reported that they met <br />this afternoon on this bill and send bill 23 -14 to the full Council with a favorable <br />recommendation. <br />Presenter: Ramos- 2224 West Ave South Bend- I have 13 years living in this area, two years ago, <br />I came to get permission to connect multiple lots. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to <br />this bill, Councilmember Dieter made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Scott seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br />BILL NO. 18 -14 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING CHAPTER 4, ARTICLE 4, SECTION 38 OF <br />THE SOUTH BEND MUNICIPAL CODE TO REVISE <br />PROVISIONS FOR LICENSING OPEN AIR <br />BUSINESSES AND TO INCLUDE DONATION BOXES <br />AND OTHER CONTAINERS DESIGNED TO ACCEPT <br />OR TO DISTRIBUTE USED ITEMS <br />Councilmember Schey, Chairperson, Personnel & Finance Committee, reported that they met <br />this afternoon on bill 18 -14 and send this to full Council with a favorable recommendation. <br />Council Attorney Kathy motion to hear substitute bill 18 -14 before the Council. So moved by <br />Councilmember Dieter. Councilmember Mr. Ferlic seconded which carried forward by a voice <br />vote of nine (9) ayes. <br />Presenter: Anne Nash- 1951 East St South Bend- I have spoken with Goodwill and other <br />donation spots. I have worked with Goodwill for many years, as I mentioned this afternoon we <br />collect gifts for those who are in need. We have several organizations that have taken donations <br />so we can do that. We are providing a licensing to incorporate with the theme already and <br />posting the names of the organization and the boxes be empty regularly and a person to contact <br />4 <br />
