REGULAR MEETING REPORTS OF CITY OFFICES FEBRUARY 24, 2014 ANNOUNCEMENT: REPRESENTING THE CITY ADMINISTRATION WILL BE CHIEF OF STAFF KATHRYN ROOS, THE MAYOR IS IN ATTENDENCE AS WELL. There were no reports from City Offices at this time. City Clerk, John Voorde- Swore in (4) members of Council Standing Committees RESOLVE INTO THE COMMITTEE OF THE WHOLE At 9:20 p.m. Councilmember Tim Scott made a motion to resolve into the Committee of the Whole. Councilmember Dr. Varner seconded the motion which carried by a voice vote of nine (9) ayes. Councilmember Schey, Chairperson, presiding. Councilmember Schey, explained the procedures to be followed for tonight's meeting in accordance with Article 1, Section 2 -11 of the South Bend Municipal Code. Councilmember Schey stated that a brochure may be found on the railing in the Council Chambers explaining those procedures. PUBLIC HEARINGS BILL NO. 04 -14 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CFFY OF SOUTH BEND, INDIANA, AMENDING CHAPTER 17 ARTICLE 2, SECTION, 17- 27.1 OF THE SOUTH BEND MUNICIPAL CODE TO INCREASE WASTE DISCHARGE RATE FROM $0.06 TO $0.151 PER GALLON Councilmember Varner advised that Utilities Committee met today and sent the Bill over with a favorable recommendation. Presenter Eric Horvath (13' Floor inaudible) - The rate of .06 was set in 2004, the rates have increased for all of other users it should be also be increased for the city as well. Chairman Schey offered the floor those wanting speak in favor or against seeing none. Councilmember White made a motion send this bill to the council with a favorable recommendation. Councilmember Varner seconded the motion which carried by a voice vote of nine (9) ayes. BILL NO. 05 -14 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF SOUTH BEND AND THE SOUTH BEND PUBLIC TRANSPORTATION CORPORATION AND FURTHER APPROPRIATING $972,500.00 FROM COIT FUND ( #404) TO PARTICIPATE IN A COMPRESSED NATURAL GAS FUELING FACILITY PROJECT AND ITS OPERATION PURSUANT TO THE INTERLOCAL AGREEMENT Chairman Schey advised that as Chairman Personnel and Finance, Public Works and Property Vacation met today in a joint committee meeting and sent the Bill over with a favorable recommendation.
