REGULAR MEETING FEBRUARY 10. 2014 <br />BOUNDARIES FOR SOUTH BEND TO FURNISH <br />WATER AND SEWAGE SERVICE TO THE PUBLIC <br />Council President, Council Attorney can we get clarification for the date again. Council Attorney <br />responded on March 10'. Councilmember Ferlic and Scott discussed allowing more time and <br />agreed to move it to February 24' to allow more time and if needed to March 10th. <br />This bill had fast reading Councilmember Henry Davis made the motion to move 07 -14 go <br />through the Utilities Committee for Second and Third Reading on February 242014. The <br />motion was seconded by Councilmember Scott. The motion carried by a roll call vote of eight <br />(8) ayes. <br />UNFINISHED BUSINESS <br />Councilmember Henry Davis- Quarter projects everything is being as there has been some <br />groups formed to discuss what the quarter looks like, want to make sure the conversation is <br />happening with the ones that need it the most, doesn't think that everyone is participating that <br />should be included or had an invitation to join the project. <br />Councilmember White- Email will be sent to the committee, as of date two updates have been <br />made, there are now appointed members of the committee, will request that all members be <br />present during the council meeting, Urban Enterprise zone committed $115,000 towards the <br />consulting fee, if meets the approval of the council would like to get an update from members at <br />the next council meeting. <br />NEW BUSINESS <br />Councilmember Henry Davis is interested in learning where to find new revenue, and new <br />growth, paying off projects and opportunity to discuss, major corporations using our water and <br />addressing the potential hazards. We can't continue to raise rates for those not getting a benefit, <br />what is our contingency plan and how do we attract new business, if nothing is done we made <br />end up at zero at one point. What is the lifeline of how our new business coming in to this city, <br />the measurement of new growth and where it is happening at? <br />PRIVILEGE OF THE FLOOR <br />Gary King- 749 Phil Street - <br />1. At the council meeting trash pick -up is not done very well, some trash has not been <br />picked up in the fourth district in 4 to 3 weeks, thanks the plows but ask them to not <br />block the alleys to still get trash removal done <br />2. Position of South Bend in regards to the taxes, wishes that it didn't get passed that the <br />members of the council remember you were elected to deal with matters that contain to <br />the business and welfare of South Bend the council did not agree unanimously and that <br />you were opposed to the marriage in Indiana but did not have a good debate on either <br />side.
