Councilmember Mr. Gavin Ferlic seconded the motion which carried by a <br />voice vote of eight (8) ayes and one (1) nay by Councilmember Henry Davis, Jr. <br />Councilmember Henry Davis, Jr. can I ask you for a five (5) minute recess? Councilmember <br />Derek Dieter asked if they could finish the public hearing then go for break. Councilmember <br />Karen White stated we need to take a vote as we have a motion on the floor. <br />Councilmember Henry Davis Jr. made a motion for a five (5) minute break. Councilmember <br />Oliver Davis seconded the motion which carried by a voice vote of five (5) ayes and four (4) <br />nays by Councilmembers Dr. Ferlic, Dr. Varner, Dieter, and Mr. Ferlic. <br />31 -15 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, APPROPRIATING ADDITIONAL <br />FUNDS FOR CERTAIN DEPARTMENTAL AND ENTERPRISE OPERATIONS <br />IN 2015 OF $14,500 FROM WATERWORKS BOND RESERVE FUND <br />( 4626) AND $297,000 FROM CENTURY CENTER FUND ( 4671) <br />Councilmember Karen White Chairperson, Personnel & Finance Committee, reported that they <br />met this afternoon on this bill and sends it to the full Council with a favorable recommendation. <br />Presenter: John Murphy, City Controller, Offices on the 14" Floor— This is the quarterly <br />enterprise fund appropriation. There are two items on the list. One is for Waterworks interest <br />earned of $14,500 they want to transfer it to a different fund. The second is for the Century <br />Center Fund with SMG, a working contract. They paid the city an incentive fee of $575,000 to <br />appropriate most of the remaining balance, appropriation of $297,500 used for capital and <br />improvements to the center. I would be happy to answer any questions if you have any. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to <br />this bill, Councilmember Derek Dieter made a motion for favorable recommendation to full <br />Council concerning this bill. Councilmember Mr. Gavin Ferlic seconded the motion which <br />carried by a voice vote of eight (8) ayes and one (1) nay by Councilmember Henry Davis, Jr. <br />32 -15 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, FOR BUDGET TRANSFERS FOR <br />VARIOUS DEPARTMENTS WITHIN THE CITY OF SOUTH BEND, <br />INDIANA FOR THE YEAR 2015 <br />Councilmember Karen White Chairperson, Personnel & Finance Committee, reported that they <br />met this afternoon on this bill and sends it to the full Council with a favorable recommendation. <br />Presenter: John Murphy, City Controller, Offices on the 14" Floor— This is the second quarter <br />June budget transfer ordinance. This is what Councilmember Davis was referring to. These are <br />not additional appropriations just transfers from one line item account to another that require <br />Council approval. In our office we try to come in with every line item under budget, so we have <br />a zero (0) budget policy. So this helps us comply with that policy. I would be happy to answer <br />any questions that you have on our budget transfers for the second quarter. <br />Councilmember Oliver Davis — Again, for those budget transfers and everything else is available <br />through the Clerk's Office if anybody would like to see them.
