Pawlowski, Keenan Lane, Angela Smith 3:40pm Bill 47 -14 — Amending Chapter 21- Zoning- Structure, Building or Use Bill 48 -14 — Amending Chapter 21 — Zoning — Commercial /Mixed Use Districts Chairperson Tim Scott opened the meeting. Bill 47 -14 Angela Smith from the Area Plan Commission said this,was an amendment to Chapter 21 of the South Bend Municipal Code dealing with Book Huts as accessory structures. They are changing the definitions to 4 square foot so you do not have to get a variance to have a book but on your property. It has a favorable recommendation from the Area Plan Commission. No questions from the council. Committee sends it to full council favorably. Angela Smith from Area Plan Commission made the presentation to address Auto Lots. The need to have direct access to drive lane to avoid stacking cars. 5ft setback for landscaping also needed. The Area Plan Commission gives it a favorable recommendation. Karen White asked if this would be applied to the Western and LWW corridors. Angela said it would be applied city -wide but the lots there now are all grandfathered into the old zoning regulations. Henry Davis Jr. said he would like it to be a 10 foot setback instead of 5ft. Wants more aggressive enforcement and it needs to be enforced. Wants to know how we can get the lots out there now to step it up and stop being eyesores. Angela suggested people call the fire department or code enforcement.
