REGULAR MEETING SEPTEMBER 22, 2008 <br /> <br /> <br />The plan that exists that is proposed is going to take a tax abated circumstance for the <br />buildings and hopefully attempt to move them to a TIF district which is the Studebaker <br />Corridor. He stated that he wonders as he sees the Crossing Guards sitting here before <br />the Council tonight where is the revenue stream to the City of South Bend. If it is in a <br />TIF area it cannot be used, if it’s in a tax abated area from a tax exempt organization it <br />cannot be used either. He stated that he says this not because he doesn’t wish anything <br />but the best for this project, because he does see it’s potential, but realistically they have <br />to look at someway and will probably have to take it to the legislature to generate some <br />sort of revenue to help pay the bills. The TIF district will receive police and fire <br />protection that will not be supported with TIF dollars. The technology park will be <br />supported by Police and Fire which is now as most everyone knows is the largest part of <br />the City Budget which will not receive any contribution for their support because it is in a <br />tax abated area in a special redevelopment district. All these things are a concern that the <br />city needs to be cognitive of and turn to the legislature to look for some help so that in <br />one way shape or form some of these monies could be made available. Otherwise the <br />rest of the citizens of the City of South Bend pick up the bills for this. Councilmember <br />Varner reiterated his comments of wishing the University the best of luck and hope that it <br />is more than it is suggested to be, but at some point and time the City needs to see some <br />revenue stream. <br /> <br />Councilmember Rouse stated that what Councilmember Varner is proposing is close to <br />Hometown Matters. <br /> <br />Councilmember Varner stated that he could make some improvements to Hometown <br />Matters, but he doesn’t think anyone will ask him. <br /> <br />There was no one else present wishing to speak either in favor or in opposition to these <br />Resolutions, Councilmember Dieter made a motion to adopt Bill No. 08-83. <br />Councilmember Varner seconded the motion which carried and the Resolution was <br />adopted by a roll call vote of eight (8) ayes, and one (1) nay (Councilmember Henry <br />Davis.) <br /> <br />Councilmember Dieter made a motion to adopt Bill No. 08-87.
