enforcement of the animal control ordinance and supports education and outreach programs on <br />responsible pet care. <br />Overall, I believe Substitute Bill 17 -14 furthers our goal of making South Bend a 21St Century City in <br />many important ways such as: <br />• It enhances community safety by empowering Animal Control Officers and strengthens <br />punishment for repeat offenders. <br />• It is fiscally responsible- <br />• It helps to reduce the financial burden of animals on the city and residents. <br />• It supports local small businesses by emphasizing veterinary care, spay /neuter and <br />responsible care of animals. <br />• It reduces the city's financial & legal liability if our current laws are challenged in court - <br />many statutes very similar to our current code have been declared unconstitutional and <br />cities have spent hundreds of thousands of dollars in legal fees. <br />• It improves the lives of animals in our shelters and in our community. <br />It is more humane and up to date. <br />I strongly support these new changes and hope you will too.
