REGULAR MEETING AUGUST 25, 2008 <br /> <br /> <br /> <br /> <br />Councilmember White made a motion to hear the substitute version of this bill. <br />Councilmember Varner seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br /> <br />Councilmember Oliver Davis, Chairperson, Utilities Committee reported that this <br />committee held a meeting this afternoon and it was the consensus of the committee to <br />send this substitute bill to the full Council with a favorable recommendation. <br /> <br />th <br />Ms. Catherine Fanello, City Controller, 12 Floor County-City Building, 227 W. <br />Jefferson Blvd., South Bend, Indiana, Mr. Jack Dillon, Environmental Services, 3113 <br />th <br />Riverside, Drive, South Bend, Indiana, Mayor Stephen Luecke, 14 Floor County-City <br />Building, 227 W. Jefferson Blvd., South Bend, Indiana, made the presentation for this <br />bill. <br /> <br />Ms. Fanello advised that the substitute bill for the Council’s consideration deals with <br />amendments to Chapter 16 of the Municipal Code, specifically Solid Waste fees. The <br />amendments are prompted by the increase in cost of collection and disposal of residential <br />solid waste. The substitute bill adjusts the increases in the cost for service for the <br />remainder of 2008 and 2009, and thereafter until modified, and deletes proposed <br />increases in calendars 2010 and 2011. She noted that costs are outpacing revenues which <br />drains any reserve account and does not leave funds for capital expenditures. <br /> <br />Mr. Jack Dillon outlined the pick-up services the department provides in addition to <br />weekly pick-up, namely one (1) free large-item pick up once a month; leaf collection; <br />clean-up calls for the Department of Code Enforcement and park clean-up for the Park <br />Department. Mr. Dillon reiterated that labor, gasoline, and tipping fees were the <br />justification for the rate increase. Mr. Dillon noted that even with the rate increase, the <br />rates would be lower than surrounding communities relying on public or private services. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Rouse made a motion for favorable <br />recommendation to full Council concerning this substitute bill as amended. <br />Councilmember Oliver Davis seconded the motion which carried by a voice vote of eight <br />(8) ayes. <br /> <br /> <br />RISE AND REPORT <br /> <br />Councilmember White made a motion to rise and report to the full Council. <br />Councilmember Varner seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br /> <br /> <br /> <br /> <br />ATTEST: ATTEST: <br /> <br /> <br /> <br /> <br /> <br /> <br />_________________________ _________________________ <br />John Voorde, City Clerk Derek D.
