REGULAR MEETING JUNE 23, 2008 <br /> <br /> <br /> <br /> <br />Department will respond to calls for service upon the effective date of the Annexation. <br />Full and dedicated response will be in place within one year of the effective date of the <br />Annexation. Wastewater treatment services are supported by user fees, and are paid <br />through the Water Works billing system. Industrial, commercial and apartment <br />customers are not served by the Bureau of Solid Waste. The annexation area will contain <br />commercial buildings. A licensed private waste hauler will be required to serve this <br />development. Mr. Vitton stated that as with any new development, the proposed use and <br />development of this site becomes important relative to its relationship with the existing, <br />surrounding, and planned uses. City Plan’s Future Land Use Map identifies the parcels <br />adjacent to Portage Road between Cleveland and the Corporate Limits to be developed <br />for commercial purposes with the exception of the site of the Hurwich Farms Apartments. <br />As such, this annexation and rezoning request is consistent with City Plan, South Bend’s <br />comprehensive plan. <br /> <br />A Public Hearing was held on the Resolution at this time. <br /> <br />Councilmember Dieter asked what business would be going into the site. <br /> <br />Mr. Vitton stated that at this present time, he did not have the name of the business. <br /> <br />Councilmember Dieter stated that this area will be in SBPD Beat 22. That particular beat <br />is stretched to capacity; however when there are calls for service in that area, they are <br />responded to. He wanted to go on record noting that this would cause an additional <br />increase on the already stretched police service in Beat 22. <br /> <br />Mr. Tom Zmyslo, 51042 Prairie View Way, spoke in opposition to this Resolution. He <br />stated that the annexation area is too congestion already. He advised that since the new <br />restaurant Sonic has gone in, traffic is a nightmare and parking is a problem. He stated <br />that patrons are parking across Portage Road in the Teacher’s Credit Union Parking Lot <br />and walking across the very busy road to get to the Sonic Restaurant. He noted that the <br />traffic was so busy that it had backed up all the way to the entrance to the Meijer store. <br />He also advised that the parcel in question has been used by the new restaurant for traffic <br />overflow. Mr. Zmyslo urged the Council to vote against this annexation and fiscal plan. <br /> <br />There was no one wishing to speak in favor of this bill and no one else wishing to speak <br />in opposition to this bill. <br /> <br />Councilmember Dieter made a motion to adopt this Resolution.
