REGULAR MEETING JUNE 23, 2008 <br /> <br /> <br /> <br /> <br />BILL NO. 25-08 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, ANNEXING <br /> TO AND BRINGING WITHIN THE CITY <br /> LIMITS OF SOUTH BEND, INDIANA, <br /> CERTAIN LAND IN GERMAN <br /> TOWNSHIP, CONTIGUOUS <br /> THEREWITH’; COUNCILMANIC <br /> DISTRICT 1, WAGGONER FARM <br /> DEVELOPMENT, L.P. SECTION 2, 51270 <br /> MAYFLOWER ROAD, SOUTH BEND, <br /> INDIANA <br /> <br /> <br />Councilmember Al “Buddy” Kirsits reported that this Committee met this afternoon and <br />it was the consensus of the Committee to send this bill to the full Council with a <br />favorable recommendation. <br /> <br />Mr. Paul Phair, Holladay Corporation, 227 S. Main Street, South Bend, Indiana, spoke in <br />favor of this bill. <br /> <br />Mr. Phair advised that this is the second annexation for this parcel which was purchased <br />by Waggoner Farm Development LP. The intended use is for right of way for the Auten <br />Road connection from Portage to Mayflower at some point in the future. Mr. Phair <br />wanted to make it very clear that this annexation in no way commences road <br />construction. It is not expected for many years in the future which the City can attest to <br />also. <br /> <br />Councilmember Rouse stated that a lot of the annexation and road structures, things that <br />the Council is doing right now is to prepare for the future. Many years ago South Bend <br />had the opportunity to have been in the same position as that of the University Park Mall. <br />Because of the city’s reluctance to make the investment, annex, and expand, the project <br />went to Mishawaka. Portage Prairie is a project for the future and it needs to be planned <br />today. Councilmember Rouse stated that he is proud of this Council and the City of <br />South Bend being willing to make this kind of commitment necessary to prepare for <br />growth and development, economically for the well being of the City. He stated that he if <br />fully aware of the concerns that both the citizens of South Bend and St. Joseph County <br />have, but history cannot be repeated by missing the opportunity that was a few decades <br />ago. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak either in favor of or in opposition to this bill, <br />Councilmember Puzzello made a motion for favorable recommendation to full Council <br />rd <br />concerning this bill and set this bill for 3 Reading on July 14, 2008.
