Councilmember Varner seconded the motion <br />which carried by a voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 68-13 PUBLIC HEARING ON A BILL OF THE COMMON <br /> COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br /> AMENDING CHAPTER 9, ARTICLE 5 OF THE SOUTH <br /> BEND MUNICIPAL CODE ADDRESSING <br /> HAZARDOUS MATERIALS AND TACTICAL RESCUE <br /> TEAM <br /> <br />Councilmember White, Chairperson, Health & Public Safety Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and sends it to the full Council with a <br />favorable recommendation. <br /> <br />Operations Chief Jim Lopez, 1222 S. Michigan Street, South Bend, Indiana, made the <br />presentation for this bill. <br /> <br />Chief Lopez advised that this bill would allow for the increase in user fees for both the <br />Hazardous Materials Team and the Tactical Rescue Team, which were originally established in <br />1998, and have never been adjusted. He stated that the user fees for both of these specialized <br />teams are requested to go from the basic fee of $2,400 to $3,000; with the per hourly rate after <br />four (4) hours of service requested to go from $660 to $825 per hour. Mileage for responses <br />outside of the City limits is also requested. So that the Common Council may be regularly <br />updated, quarterly reports from the Fire Department would also be submitted, detailing number <br />of runs by each team, amount billed, amount collected and other recommendations. He noted <br />that failure to pay for billed services with sixty days (6) of being invoiced as governed by state <br />law, as well as collection of attorney fees, have also been included.
