Box 1976, South Bend, Indiana, representing Citizens United for a Better <br />Government, urged the Council to release the report from the Indiana State Police on the incident <br />at the Martin Luther King Center. <br /> <br />Kurt Janowski, 101 N. Michigan, South Bend, Indiana, stated that he is the owner of Café <br />Navarre. He urged the Council to consider the 2-way smart streets and to also keep Police foot <br />and bike patrols downtown. He stated that they promote a safe downtown image. <br /> <br />Theodore Roberts, 2617 Frederickson, South Bend, Indiana, spoke regarding the investigation of <br />Police Chief Teachman. He stated that when he was being investigated and going before the <br />Board of Safety for disciplinary actions, his personnel file was made public. He doesn’t see the <br />difference between Police Chief Teachman’s personnel file and his. He also stated that another <br />Police Officer, Lt. Ross did the same thing and was never disciplined. <br /> <br />Chuck Smith, 118 W. Battell, Mishawaka, Indiana, stated that regarding Mayor Buttigieg’s <br />deployment, deployment is deployment and records are sealed by the Pentagon. He stated that <br />he is an American Veteran and this issue is a double edge sword. Mr. Smith stated that things <br />that are being said regarding the Mayor’s deployment are not true. <br /> <br />Don Schefmeyer, 300 S. St. Louis, South Bend, Indiana, East Bank Village, stated that he would <br />very much like to keep the Police foot & bike patrols. He stated those patrols promote a good <br />public image and safety in an area that is being revitalized. He urged the Council to keep <br />funding in the 2014 budget for those patrols. <br /> <br />Robert Smith, (no address given), representing the Martin Luther King Center Men’s Club, <br />stated that there has been just too much time spent on police issues. <br /> <br /> <br />ADJOURNMENT <br />There being no further business to come before the Council, President Derek D.
