REGULAR MEETING AUGUST 26, 2013 <br /> <br /> <br /> <br /> <br />Mr. Neal advised that the Council passed the City’s 2013 operating and capital budgets in 2012, <br />which included expenditures for various City enterprise operations. It is now necessary to <br />appropriate additional funds of $246,770 in the Century Center Capital Fund (#671) to purchase <br />critical items for food and beverage operations and kitchen repairs at the facility as identified by <br />SMG Corporation. He stated that the funding is provided by a capital contribution of $575,000 <br />from SMG. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in opposition to <br />this bill, Councilmember Dieter made a motion for favorable recommendation to full Council <br />concerning this bill as amended. Councilmember Schey seconded the motion which carried by a <br />voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 42-13 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING <br /> ADDITIONAL FUNDS FOR CERTAIN <br /> DEPARTMENTAL AND CITY SERVICES <br /> OPERATIONS IN 2013 OF $6,074,038 FROM <br /> EMS CAPITAL IMPROVEMENT FUND (#288) <br /> <br />Councilmember Dr. David Varner, Chairperson, Personnel & Finance Committee, reported that <br />this committee held a Public Hearing on this bill this afternoon and send it to the full Council <br />with a favorable recommendation. <br /> <br />Councilmember Scott made a motion to hear the substitute version of this bill. Councilmember <br />Schey seconded the motion which carried by a voice vote of eight (8) ayes. <br /> <br />th <br />Mark Neal, City Controller, 12 Floor County-City Building, 227 W. Jefferson Blvd., South <br />Bend, Indiana, and Chief Stephen Cox, South Bend Fire Department, 1222 S. Michigan, South <br />Bend, Indiana, made the presentation for this bill. They advised that this bill would appropriate <br />funds from the EMS Capital Improvement Fund (#288) for the construction of a Fire Department <br />training tower, fire station and the purchase of other equipment. The expenditures will be paid <br />for by a combination of cash reserves in the fund and a reimbursement from bond proceeds. <br />They advised that the substitute bill reduces the amount from $6,074,038 to $5,022,182. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />The following individual spoke in opposition to the bill: <br /> <br />Rev Greg Brown, 1238 Diamond, South Bend, Indiana, wondered when you downsize the <br />amount of a bill, where does the extra money go.
