853- <br />REGULAR MEETING FEBRUARY 9TH, 1953 <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Your Committee of the Whole to whom was referred "An Ordinance prohibiting the passing of motor vehicles by <br />trucks, trailers and certain other vehicles on public streets in the City of South Bend, Indiana ". <br />Respectfully report that they have examined the matter and that in their opinion the President appoint a committ <br />to meet with the trucking industries and report back to the next Council meeting on March 9th. <br />W. Councilman Niezgodski seconded the motion* <br />Motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Your Committee of the Whole to whom was referred "An Ordinance for safeguarding persons and property and promot <br />the welfare of the public; creating the office of- electrical inspector and prescribing his duties: establishing <br />standards for electrical equipment and for its installation and requiring conformity therewith: making it <br />unlawful to undertake the installation of electrical equipment without a permit therefor, and creating an <br />electrical examining board and a board of review and prescribing their duties: providing for the licensing <br />by the cleetrieal examining board of persons, firms and corporations undertaking the installation of electrical <br />equipment,and operators of moving picture projectors, and electrical contractors and dealers in electrical <br />equipment, and making it unlawful to undertake the installation of electrical equipment or operation of moving <br />picture projectors without a license except as otherwise provided: providing penalties for the violation of <br />this ordinance, and repealing all ordinances and parts of ordinances in conflict herewith% <br />Respectfully-report that they have examined the matter and that in their opinion this ordinance be held up <br />until next meeting on March 9th. <br />W. Motion carried. <br />ORDINANCE NO. 3906 <br />AN ORDINANCE AUTHORIZING THE SALE OF PERSONAL <br />PROPERTY OWNED BY THE CITY OF SOUTH BEND, INDIANA. <br />The ordinance was given first reading by title-and second reading in full. Councilman Glass made a motion for <br />suspension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of <br />9 ayes - 0 nays. <br />The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. <br />ORDINANCE NO. 3907 <br />AN ORDINANCE M,1ENDING ORDINANCE N0, 3702 CMUTONLY <br />KNOWN AS THE ZONING ORDINANCE. <br />(Property bounded by Swygart St, on the West, <br />the alley North of Indiana Ave. on the South, <br />McPherson Sto on the East & railroad property <br />on the North). <br />The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion for <br />suspension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of <br />9 ayes - 0 nays. <br />The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. <br />RESOLUTION <br />WHEREAS, the Board of Public Works and Safety of the City of South Bend, Indiana, has heretofore unanimously <br />adopted a Resolution determining that it is in the best interest of said City that the municipal government <br />institute a system of collection and disposition of garbage and trash throughout said City, and <br />WHEREAS, a preliminary study of the subject has been informally made by the members of this Council, <br />NOW, THEREFORE, BE IT RESOLVED: By the Common Council of the City of South Bend, Indiana, that a system of <br />municipal collection of garbage and a limited system of collection and disposition of trash be instituted by said <br />City and that prompt steps be taken by the Board of Public Works and Safety and the proper legal officers of said <br />City to formulate and institute. plans for issuance of a General Obligation Bond Issue in the amount of Three <br />Hundred Thousand Dollars ($300,000) and specifications of details of the plans for such project to be submitted <br />to this Council for consideration. <br />Percy Alford <br />MEMBER OF THE COMMON COUNCIL <br />Resolution adopted by a roll call vote of 9 ayes— 0 nays. <br />
