REGULAR MEETING JULY 22, 2013 <br /> <br /> <br /> <br /> <br />BILL NO. 35-13 FIRST READING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING <br /> ADDITIONAL FUNDS FOR CERTAIN <br /> DEPARTMENTAL AND ENTERPRISE <br /> OPERATIONS IN 2013 OF $82,000 FROM <br /> SOLID WASTE FUND (#610), $180,000 FROM <br /> SOLID WASTE DEPRECIATIONS FUND (#611), <br /> $739,667 FROM WATER WORKS BOND <br /> CAPITAL FUND (#623), $336,502 FROM <br /> SEWAGE WORKS GENERAL FUND (#641) <br /> $274,502 FROM SEWAGE WORKS CAPITAL <br /> FUND (#642), $1,080,895 FROM SEWAGE <br /> WORKS SINKING FUND (#649), $2,438,088 <br /> FROM SEWAGE WORKS DEBT SERVICE <br /> RESERVE FUND (#653), $81,065 FROM 2013 <br /> SEWER REFUNDING BOND FUND (#664) AND <br /> $611,752 FROM CENTURY CENTER <br /> OPERATING FUND (#670) <br /> <br />This bill had first reading. Councilmember Scott made a motion to refer this bill to the Personnel <br />& Finance Committee and set if for Public Hearing and Third Reading on August 12, 2013. <br />Councilmember Oliver Davis seconded the motion which carried by a voice vote of seven (7) <br />ayes and one (1) nay (Councilmember Henry Davis Jr.,) <br /> <br />UNFINISHED BUSINESS <br /> <br /> <br />REPORTS FROM THE AREA BOARD OF ZONING APPEALS <br /> <br />BILL NO. 13-49 SPECIAL EXCEPTION – 1724 S. MAIN ST. <br />Councilmember Oliver Davis made a motion to refer this this bill to the Zoning & Annexation <br />Committee and set it for Public Hearing and Third Reading on August 12, 2013. <br />Councilmember Scott seconded the motion which carried by a voice vote of eight (8) ayes. <br /> <br />Councilmember Valerie Schey requested that the Personnel & Finance Committee hold a <br />meeting on Bill Nos. 35-13; 34-13; and 33-13 prior to the August 12, 2013 meeting of the <br />Council, to discuss those bills in further detail. <br /> <br /> <br />NEW BUSINESS <br /> <br />Councilmember Oliver Davis thanked everyone who attending the City Cemetery Restoration <br />Project Kick-Off Meeting. He stated that the next meeting will be held Wednesday, August 21, <br />2013 at 5:00 p.m. Councilmember Davis advised that Thursday, July 25, 2013 at 6:00 p.m. at the <br />O’Brien Center. Additionally, there will be a neighborhood meeting to discuss the <br />basement/water problems Thursday, July 25, 2013 at 6:00 p.m. The hosts will be Chris and <br />Peggy Tomkiewicz, 2801 W. Calvert Street, South Bend, Indiana <br /> <br /> <br />PRIVILEGE OF THE FLOOR <br /> <br />Christopher Huff, 1831 College Street, South Bend, Indiana, spoke regarding the vacant & <br />abandoned housing in South Bend. He stated that he was afraid that we are going to spiral <br />downward and we may never recover. Mr. Huff also commented that we have too high of a <br />crime rate. He stated that with the city of Detroit debacle this past week, we should take a hard <br />look before it’s too late. <br /> <br /> <br /> <br />30 <br /> <br /> <br />
