L <br />(CONTINUED FROM PAGE 394 <br />WHEREAS, it is the belief of this. Council that the establishment of a merit system of-civil <br />service for the appointment, advancement and retirement of all employees, below tank of chief, <br />of the Police end Fire Departments in this city would greatly improve the morale and increase the <br />efficiency of such Departments by removing the same from the sphere of partisen politics, and <br />Influence, and <br />WHEREAS, this Council desires to record itself as favoring the establishment of a civil ser- <br />vice system for the Police and Fire Department+sfor all cities of second class. <br />WHEREAS, this Council desires to set in motion the machinery necessary to make the esta.blis <br />ment of such a civil service system possible. <br />THEREFORE, BE IT RESOLVED that this Common Council now records its belief that an adequate <br />merit system- of civil. service for-the appointment, advancement and retirement of all employees <br />below.the rank of chief of the Police and-Fire Departments of this city should be estpblished <br />as soon as may be done consistently with the laws of this state, and to that end,•there is now <br />end hereby created a special committee consisting of six members to be known as the Civil Service <br />Committee. Three of such Committee shall be appointed by the President of the Council and three <br />by the Mayor and not more then four members thereof shell be of the same political faith of the <br />Mayor. It shall be the duty of such Committee to- thoroughly investigate the Metter, confer with <br />interested persons -and to prepare P Bill for presentation to-the next regular session of the <br />Indiana. State Legislature,, providing for or permitting the establishment of a merit'system of <br />civil service for the appointment, advancement- and retirement of all employees-, below the rank of <br />chief, of the Pole and Fire Departments in cities, of. the second class. It shell further be the <br />duty of such committee to conver -with the municiple League of the State of Indiana, which League <br />meets in convention at South Bend, Indiana this fall, and to endeavor to procure their cooperatInr <br />in the preparation end passage of such legislation: The mayor is requested to procure copies of <br />civil service laws of other states for the Information of the committee. <br />Said Committee shell select its own chairman and shall within one month from the date of the <br />doption`of this resdltition and at least monthly thereafter, report to this council its doinvs <br />.nder this resolution. <br />BE IT FURTHER RESOLVED thet each second class city in the state of Indiana is hereby invited <br />nd earnestly solicited to cooperate with the Common Council of this city and its co-nrnittee in the <br />doption of the civil service plan suggested by this resolution and to that end the Common Council <br />f each such city is invited to eppoint a similar Committee to meet with and cooperate with the <br />ommittee of this Council in formulating the proposed Bill and procuring its introduction In and <br />iessage by the State Legislature, <br />BE IT FURTHER RESOLVED that a copy of this resolution duly certified by the City Clerk be <br />ent to the Common Council of each second class city in Indiana. <br />Howard L. Bierwagen, James, Fish and Pa_licke voted nay. <br />here being no further business Councilman Kerner moved to adjourn. Councilmen Goetz seconded <br />he motion. Motion carried..
