PARC <br />JUNE 24, 2013 3:45 P.M. <br />Committee Members Present: Henry Davis Jr., Gavin Ferlic, Dr. Fred Ferlic, Tim Scott <br />Other Council Present: Valerie Schey, Dr. Davis Varner, Oliver Davis, Karen White, Derek Dieter <br />Others Present: Kathryn Roos, Mark Neal, Scott Ford, Phil St. Clair, Chuck Bulot <br />Agenda: Bill No. 29 -13 Sale of Alcoholic Beverages in Parks <br />Councilmember Henry Davis Chairperson of the PARC Committee, with all Council members in <br />attendance, opened the meeting by recognizing Phil St. Clair, Parks Superintendent to make his <br />presentation. Through the Park Department with the approval of the Board of Park Commissioners, the <br />City was requesting in bill 29 -13 that the sale of liquor be added to the already approved sale of beer <br />and wine at the City's two golf course clubhouses. Phil explained the City already has three -way licenses <br />for both Erskine and Elbel Clubhouses. Permission to sell hard liquor would create additional revenue <br />for the golf course operation and would discourage golfers from carrying in hard liquor as was currently <br />suspected. <br />Phil's request generated a number of Council comments. Derek Dieter wondered about the pricing of <br />drinks recognizing competition from other courses including Blackthorn. Phil said the Park Board would <br />have to set and approve any price schedules. Valerie Schey wondered about liability issues. Phil said <br />alcohol sales are currently and will continue to be monitored. Oliver Davis wanted to talk about park <br />police issues including needed training. Chairperson Henry Davis said, in the interests of time, those <br />issues could be discussed at another time. <br />In due course Gavin Ferlic motioned bill 29 -13 be sent to Council favorably.
