— REGULAR MEETING MARCH 28, 1966 <br />RESOLUTION NO. 130 -66 <br />RESOLUTION AUTHORIZING FILING OF APPLICATION <br />WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION, <br />U.S. DEPARTMENT OF COMMERCE, UNITED STATES OF <br />AMERICA, FOR A GRANT AND /OR LOAN UNDER THE <br />TERMS OF PUBLIC LAW 89 -136 <br />WHEREAS, under the terms of Public Law 89 -136, the United States of America has authorized the making <br />of grants and /or loans to public bodies and private or public nonprofit organizations or associations <br />to aid in financing the construction of specific public projects: <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: <br />1. That Mayor Lloyd M. Allen be and he is hereby authorized to execute and file an application on <br />behalf of City of South Bend with the Economic Development Administration, U.S. Department of Commerce, <br />for a grant and /or loan to aid in financing the construction of: <br />Improvements to existing Waste Water Treatment plant to provide for chlorination of final effluent <br />to reduce pollution of the St. Joseph River and to provide for sanitary sludge disposal and mechanization <br />of primary screen trash racks at plant. <br />2. That Howard Goodhew, Water Works Superintendent, be and he is hereby authorized and directed <br />to furnish such information as the Economic Development Administration, U.S. Department of Commerce, <br />may reasonably request in connection with the application which is herein authorized to be filed. <br />/s/ Albert E. Palmer <br />A Member of the Commom Council <br />A public hearing was held on the above resolution at this time. Howard Goodhew, Water Works Superintendent <br />spoke in favor of the resolution. Councilman Allen spoke against the adoption of the resolution. <br />Councilman Laven made a motion that the resolution be adopted. Councilman Wise seconded the motion. <br />Motion carried. The resolution was adopted by a roll call vote of 5 ayes (Councilmen Hunter, Palmer, <br />Wise, Szymkowiak and Laven) 1 nay (Councilman Allen), 3 absent (Councilmen Geib, Smith and Muszynski) <br />President Hunter read a communication from City Engineer, Lloyd S. Taylor, concerning the condition of <br />railroad crossings in the city. <br />Upon the suggestion of Miss Virginia Guthrie, Executive Secretary of the Civic Planning Association, <br />President Hunter instructed the Clerk to make a note of the fact that today is the one hundred thirty -fifth <br />birthday of the City of South Bend, Indiana. <br />There being no further business before the Council, Councilman Wise made a motion that the meeting be <br />adjourned.
