REGULAR MEETING ,JANUARY 11, 1965 <br />REPORT OF COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: . January 11, 1965 <br />Your Committee of the Whole to whom was referred "AN ORDINANCE REGULATING THE PRESENCE OF MINORS UNDER THE FULL <br />AGE OF EIGHTEEN (18) YEARS ON PUBLIC STREETS AND OTHER PUBLIC PLACES BETWEEN CERTAIN HOURS, WITH EXCEPTIONS. <br />DEFINING RESPONSIBILITIES OF PARENTS OR GUARDIANS OR OTHER HAVING THE LEGAL CARE AND CUSTODY OF MINORS UNDER <br />THE FULL AGE OF EIGHTEEN (18) YEARS AND PROVIDING FOR PENALTIES AND ARREST FOR VIOLATION THEREOF, DESCRIBING <br />CERTAIN PROCEDURES IN THE APPREHENSION AND PROCESSING OF SUCH MINORS UNDER THE FULL AGE OF EIGHTEEN (18) YEARS <br />AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance be referred back <br />to the Ordinance Committee for further study and the ordinance be continued for public hearing on January 25, 1965. <br />/a/ Edwin Thomas Smith, Chairman <br />Councilman Geib made a motion that the report be accepted and placed on file. Councilman Wise seconded the <br />motion. Motion carried. <br />REPORT OF COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: January 11, 1965 <br />Your Committee of the Whole to whom was referred "AN ORDINANCE APPROVING, RATIFYING AND CONFIRMING.A CERTAIN <br />CONTRACT AND AGREEMENT MADE AND ENTERED INTO BY AND BETWEEN THE CITY OF SOUTH BEND, INDIANA, ACTING BY AND <br />THROUGH ITS BOARD OF PUBLIC WORKS AND SAFETY, AND NORTHERN INDIANA TRANSIT, INC. ITS SUCCESSORS AND ASSIGNS, <br />WHICH SAID CONTRACT RELATES TO THE RATES CHARGED FOR BUS TRANSPORTATION SERVICE UPON CERTAIN STREETS AND <br />HIGHWAYS IN SAID CITY ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance gb`to the <br />Council as favorable. <br />/s/ Edwin Thomas Smith, Chairman <br />Councilman Muszynski made a motion that the report be accepted and placed on file. Motion carried. <br />ORDINANCE NO. 4721 - -65 <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(Leer St., Miami St., Bowman St. and Ewing Ave.) <br />The ordinance was given third reading and passed by a roll call vote of 9 ayes - O nays. <br />ORDINANCE NO. 4722 - -65 <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(Eclipse Place, Bendix Drive, Lincoln Way West, Green St. & Bonds Ave.) <br />The ordinance was given third reading, and passed by a roll call vote of 9 ayes - 0 nays. <br />ORDINANCE NO. 4723 - -65 <br />AN ORDINANCE APPROVING THE AWARDING OF A CONTRACT BETWEEN THE <br />SOUTH BEND CITY WATER WORKS TO INTERNATIONAL BUSINESS MACHINES <br />CORPORATION FOR THE PURCHASE OF TWO 6400 MAGNETIC COMPUTING <br />ACCOUNT MACHINES IN THE SUM OF $779790.00. <br />The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 naps. <br />ORDINANCE NO. 4724 - -65 <br />AN ORDINANCE APPROVING, RATIFYING AND CONFIRMING A CERTAIN <br />CONTRACT AND AGREEMENT MADE AND ENTERED INTO BY AND BETWEEN <br />THE CITY OF SOUTH BEND, INDIANA, ACTING BY AND THROUGH ITS <br />BOARD OF PUBLIC WORKS AND SAFETY, AND NORTHERN INDIANA TRANSIT, <br />INC., ITS SUCCESSORS AND ASSIGNS, WHICH SAID CONTRACT RELATES <br />TO THE RATES CHARGED FOR BUS TRANSPORTATION SERVICE UPON CERTAIN <br />STREETS AND HIGHWAYS IN SAID CITY. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes (Councilmen Hunter, Palmer, Wise, <br />Geib, Szymkowiak, Glass, Smith and Muszynski), 1 nay (Councilman Allen). <br />ORDINANCE NO. 4725 - -65 <br />AN ORDINANCE APPROPRIATING ALL PARKING METER FEES AND FUNDS TO THE <br />BOARD OF PUBLIC WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, <br />INDIANA, FOR THE USES AND PURPOSES SET FORT[ THEREIN, IN ACCORDANCE <br />WITH CHAPTER 236 OF THE ACTS OF THE GENERAL ASSEMBLY OF THE STATE <br />OF INDIANA 1945, AS AMENDED BY CHAPTER 303 OF THE GENERAL ASSEMBLY <br />OF 1951. <br />The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion for <br />suspension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 9 ayes - <br />0 nays. <br />The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. <br />UNFINISHED BUSINESS <br />Councilman Geib made a motion to withdraw proposed landfill ordinance scheduled for public hearing on January <br />25th, 1965. <br />
