REGULAR MEETING ,JANUARY 11, 1965 REPORT OF COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: . January 11, 1965 Your Committee of the Whole to whom was referred "AN ORDINANCE REGULATING THE PRESENCE OF MINORS UNDER THE FULL AGE OF EIGHTEEN (18) YEARS ON PUBLIC STREETS AND OTHER PUBLIC PLACES BETWEEN CERTAIN HOURS, WITH EXCEPTIONS. DEFINING RESPONSIBILITIES OF PARENTS OR GUARDIANS OR OTHER HAVING THE LEGAL CARE AND CUSTODY OF MINORS UNDER THE FULL AGE OF EIGHTEEN (18) YEARS AND PROVIDING FOR PENALTIES AND ARREST FOR VIOLATION THEREOF, DESCRIBING CERTAIN PROCEDURES IN THE APPREHENSION AND PROCESSING OF SUCH MINORS UNDER THE FULL AGE OF EIGHTEEN (18) YEARS AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH ". Respectfully report that they have examined the matter and that in their opinion this ordinance be referred back to the Ordinance Committee for further study and the ordinance be continued for public hearing on January 25, 1965. /a/ Edwin Thomas Smith, Chairman Councilman Geib made a motion that the report be accepted and placed on file. Councilman Wise seconded the motion. Motion carried. REPORT OF COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: January 11, 1965 Your Committee of the Whole to whom was referred "AN ORDINANCE APPROVING, RATIFYING AND CONFIRMING.A CERTAIN CONTRACT AND AGREEMENT MADE AND ENTERED INTO BY AND BETWEEN THE CITY OF SOUTH BEND, INDIANA, ACTING BY AND THROUGH ITS BOARD OF PUBLIC WORKS AND SAFETY, AND NORTHERN INDIANA TRANSIT, INC. ITS SUCCESSORS AND ASSIGNS, WHICH SAID CONTRACT RELATES TO THE RATES CHARGED FOR BUS TRANSPORTATION SERVICE UPON CERTAIN STREETS AND HIGHWAYS IN SAID CITY ". ORDINANCE NO. 4721 - -65 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (Leer St., Miami St., Bowman St. and Ewing Ave.) The ordinance was given third reading and passed by a roll call vote of 9 ayes - O nays. ORDINANCE NO. 4722 - -65 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (Eclipse Place, Bendix Drive, Lincoln Way West, Green St. & Bonds Ave.) The ordinance was given third reading, and passed by a roll call vote of 9 ayes - 0 nays. ORDINANCE NO. 4723 - -65 AN ORDINANCE APPROVING THE AWARDING OF A CONTRACT BETWEEN THE SOUTH BEND CITY WATER WORKS TO INTERNATIONAL BUSINESS MACHINES CORPORATION FOR THE PURCHASE OF TWO 6400 MAGNETIC COMPUTING ACCOUNT MACHINES IN THE SUM OF $779790.00. The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 naps. ORDINANCE NO. 4724 - -65 AN ORDINANCE APPROVING, RATIFYING AND CONFIRMING A CERTAIN CONTRACT AND AGREEMENT MADE AND ENTERED INTO BY AND BETWEEN THE CITY OF SOUTH BEND, INDIANA, ACTING BY AND THROUGH ITS BOARD OF PUBLIC WORKS AND SAFETY, AND NORTHERN INDIANA TRANSIT, INC., ITS SUCCESSORS AND ASSIGNS, WHICH SAID CONTRACT RELATES TO THE RATES CHARGED FOR BUS TRANSPORTATION SERVICE UPON CERTAIN STREETS AND HIGHWAYS IN SAID CITY. The ordinance was given third reading and passed by a roll call vote of 8 ayes (Councilmen Hunter, Palmer, Wise, Geib, Szymkowiak, Glass, Smith and Muszynski), 1 nay (Councilman Allen). ORDINANCE NO. 4725 - -65 AN ORDINANCE APPROPRIATING ALL PARKING METER FEES AND FUNDS TO THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE USES AND PURPOSES SET FORT[ THEREIN, IN ACCORDANCE WITH CHAPTER 236 OF THE ACTS OF THE GENERAL ASSEMBLY OF THE STATE OF INDIANA 1945, AS AMENDED BY CHAPTER 303 OF THE GENERAL ASSEMBLY OF 1951. The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion for suspension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 9 ayes - 0 nays. The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. UNFINISHED BUSINESS Councilman Geib made a motion to withdraw proposed landfill ordinance scheduled for public hearing on January 25th, 1965.
