3. That it is cognizant of the intention of the City of South Bend, Department of Redevelopment to undertake an <br />urban renewal project promptly upon completion of the General Neighborhood Renewal Plan and the preparation of an <br />urban renewal plan for such project, which project shall embrace at least ten (10) percent of the Urban Renewal Area <br />and shall be of the character contemplated by Section 110 (c) of said Title I. <br />4. That it is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal <br />projects with Federal assistance under Title I, including the requirements that a General Neighborhood Renewal Plan <br />conform to the Workable Program of the community, as set forth in Section 101(c) of Title I, and to a general plan of <br />the locality as a whole, as well as those requiring a feasible method of relocation and the provision of necessary <br />local grants -in -aid. <br />5. That it is the intention of this body that the General Neighborhood Renewal Plan will be used to the fullest <br />extent feasible as a guide for the provision of public improvements in such Area and that the Plan will be considered <br />in formulating codes and other regulatory measures affecting property in the Area and in undertaking other local <br />governmental activities pertaining to the development, redevelopment, rehabilitation, and conservation of the Area. <br />6. That the filing of an application by City of South Bend, Department of Redevelopment for an advance of funds from <br />the United States in an amount not to exceed Eighteen Thousand, Eight Hundred Fifty (Dollars ($18,850) for the <br />preparation of a General Neighborhood Renewal Plan for the Urban Renewal Area described herein is hereby approved. <br />CITY SEAL <br />ATTEST: <br />/s/ Freda G. Councilman Glass asked about the possibility of including the Carroll Street project <br />in this survey and Mr. Henry Sucher stated this survey is to cover a neighborhood project and the Carroll Street <br />project and the LaSalle Park project could not possibly be called one neighborhood. <br />Councilman Muszynski moved for adoption of the Resolution. Councilman Ladewski seconded the motion. Motion carried <br />by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Lehman). <br />The/following Memorandum from Mr. Henry Sucher, Executive Director of the South Bend Redevelopment Department, was <br />accepted and placed on file. <br />MEMORANDUM <br />TO: Members of The Common Council <br />FROM: Henry Sucher, Executive Director, South Bend Redevelopment Department <br />DATE: March 22, 1962 <br />SUBJECT: LaSalle Park General Neighborhood Renewal Plan Application <br />The Resolution you are being asked to pass Monday night authorizes the Redevelopment Commission to apply for a <br />federal advance of funds to make plans for the renewal of the entire LaSalle Park Neighborhood. <br />After such a plan is prepared and approved by both you and the Urban Renewal Administration, the first of two (or <br />possibly three) individual projects, each involving new construction, rehabilitation and some clearance, will be <br />undertaken.
