62 <br />SPECIAL MEETING AUGUST 30, 1971 <br />COMMITTEE OF THE WHOLE MEETING (Cont.) <br />Budget for the Morris Civic Auditorium: <br />Councilman Reinke announced that the Council had no recommendations for any reductions in this <br />budget. Mrs. Wlodarski related that, according to a statement by the Common Council, the Morris <br />Auditorium would lose money even if it was booked every night of the week, and since this would <br />seem a burden to the taxpayer, the Fair Tax Association recommended that the property be turned <br />over to redevelopment or turned back to the donor; and South Bend could use the auditorium <br />facilities of IUSB or Notre Dame. Miss Guthrie inquired if the Manager of the Auditorium could <br />be paid a minimum amount or for the times it is being used. Mr. Crumpacker stated that in such <br />a case a contingency fund would have to be provided. Miss Guthrie then questioned Account K -726 <br />Other Equipment. Mr. Floyd Jessup, Manager of the Morris Civic Auditorium, explained this <br />money was for new drapes and lighting equipment for the stage, the purchase of some seats in <br />the balcony and replacing badly worn carpeting in the balcony. He stated that it is proposed <br />to buy an amplifier and mixer; the present sound system is 20 years old and needs replacing. <br />Budget for City Engineering Department: <br />PROPERTIES <br />L -722 Motor Equipment <br />PROPOSED RECOMMENDED APPROVED <br />FOR 1972 REDUCTIONS FOR 1972 <br />$ 2,700 $ 100 $ 2,600 <br />Councilman Reinke stated no further reductions were recommended for this budget. Mrs. Mutzl <br />listed recommendations of the Fair Tax Association to eliminate one Inspector I in Account L -11 <br />and to entirely eliminate Temporary Help in Account L -12. Miss Guthrie questioned why the <br />classification of draftsman was eliminated. Mr. Lloyd Taylor, City Engineer, explained that the <br />draftsman was changed to Inspector I. Miss Guthrie then asked why Temporary Help could not be <br />eliminated and be covered by the Emergency Employment Act. Mr. Bickel replied that the E.E.A. <br />makes no provision for temporary help; E.E.A. personnel must be on full -time employment. Mr. <br />Jack Miller, of the South Bend Civic Planning Association, questioned Accounts L -243 Photo- <br />graphing and Blue Printing and L -34 Film and Blue Printing. Mr. Taylor commented that some re- <br />productions can be done on present machines but those of odd size or requiring special processes <br />cannot be reproduced in his office and must be sent outside. Mrs. Wlodarski Questioned Account <br />L -722 Motor Equipment. Mr. Taylor related that this was for a trade -in for one of the present <br />cars. He stated that the Traffic Engineer puts as many as 70,000 miles on a car during the time <br />it is in use and the present practice is to replace a car after 5 years of service. <br />Budget for Office of Building Department: <br />SERVICES PERSONAL <br />M -11 Inspector I (reduce from 10 to 9) <br />PROPOSED RECOMMENDED APPROVED <br />FOR 1972 REDUCTIONS FOR 1972 <br />$ 68,480 $ 6,848 $ 61,632 <br />Councilman Reinke reported the Council had only one reduction to recommend in this budget, as <br />follows: Inspector I - reduce from 10 to 9 at a saving of $6,848. Miss Guthrie questioned <br />Account M -722 Motor Equipment and asked how many cars were involved. Mr. Forrest West, Building <br />Commissioner, said 4 cars were involved, that fleet discounts had been disallowed and prices on <br />new cars had increased. He stated that there were 19 cars in the department, replacements were <br />made on a regular schedule and present replacements would be made by compact models. Mrs. Mutzl <br />stated that there were 5 supervisors for each 4 subordinates and asked why one or more supervi- <br />sors could not be eliminated and increase the span of work under his control. Mr. West explained <br />that the supervisors were working supervisors and that the Chief Inspector in the plumbing de- <br />partment does half of the work as do the chiefs in the other divisions. Mrs. Mutzl then ques- <br />tioned the need for a maintenance man in Account M -11. It was explained that a liaison had been <br />extablished between the County and City in this service. <br />Councilman Albert E. Palmer arrived for the meeting at this time. Miss Guthrie asked how this computation <br />was made and Mr. Reinke replied that it was made by the head of the department. It was asked <br />why this department could not be included with the Park Department and Mr. Crumpacker explained <br />that this cannot be incorporated into the Park Department according to State statutes. Mr. <br />Reinke questioned why labor for this department could not be contracted. Mr. Crumpacker reported <br />that any changes would have to be enacted by the State legislature because of present State <br />statutes. <br />
