SPECIAL MEETING AUGUST 30, 1971 <br />u <br />COMMITTEE OF THE WHOLE MEETING - RECONVENED (Cont.) <br />Councilman Craven made a motion to reconsider the tax levy ordinance, seconded by Councilman <br />Janet Allen. Motion carried. The Committee then proceeded to further consideration of the tax <br />levy ordinance. <br />Councilman Craven moved the following additional amendments to the tax levy ordinance: For the <br />GENERAL FUND the sum of 3.210 dollars on each one hundred dollars of taxable property in lieu <br />of 3.510; GENERAL SINKING FUND (BOND) .105 in lieu of .110; PARK MAINTENANCE FUND .58 in lieu <br />of .63; PARK DISTRICT FUND .063, the same as now; FIREMEN'S PENSION FUND .39 in lieu of .440; <br />POLICEMEM':S PENSION FUND .27 in lieu of .280; HOSPITAL FUND .030, the same as now; ART ASSOCIA- <br />TION FUND .010, the same as now; REDEVELOPMENT BOND FUND .075 in lieu of .080; REDEVELOPMENT <br />FUND .012 in lieu of .085; BUILDING DEMOLITION, REPAIR & CONTINGENT FUND .01 in lieu of .019; <br />HUMAN RELATIONS & FAIR EMPLOYMENT PRACTICES COMMISSION FUND .022 in lieu of .023; CUMULATIVE <br />SEWER BUILDING & SINKING FUND .250, the same as now; JUNK VEHICLE FUND .00 in lieu of .001, <br />making a total rate of 5.027. The motion was seconded by Councilman Reinke. Motion carried. <br />Mr. Bickel stated the levy on the firemen's pension fund can be further reduced for the balance <br />of this year; with other reductions that can be made at the County Tax Board hearings and the <br />State Board Tax hearings, the levy will be below original estimates. <br />Councilman Craven made a motion that the Tax Levy Ordinance as further amended go to the Counci <br />as favorable. The motion was seconded by Councilman Zielinski. Motion carried. <br />RISE AND REPORT TO COUNCIL <br />There being no further business to be considered before the Committee of the Whole, Chairman <br />Grounds entertained a motion to rise and report to Council, so moved by Councilman Allen, <br />seconded by Councilman Szymkowiak. Motion carried. Time 4:08 P.M. <br />REGULAR MEETING - RECONVENED <br />APPR ;VEDj�: <br />CHAI <br />Be it remembered that the Common Council of the City of South Bend, Indiana, reconvened in the <br />Council Chambers in the County -City Building on Tuesday, August 31,'1971 at 4:09 P.M. The <br />meeting was called to order by Vice Pres. John V. Wise who presided in the absence of Council <br />President Robert Laven. <br />Councilman Grounds made a motion to waive the reading of the minutes of the Committee of the <br />Whole, seconded by Councilman Szymkowiak. Motion carried unanimously. <br />Acting President Wise announced that there being no objections the budget ordinance would be <br />given third reading. <br />ORDINANCES, THIRD READING <br />ORDINANCE NO. 5334 -71 <br />AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF <br />DEFRAYING THE EXPENSES OF THE SEVERAL DEPARTMENTS OF <br />THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA, <br />FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1972, AND <br />ENDING DECEMBER 31, 1972, INCLUDING ALL OUTSTANDING <br />CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE <br />SAME SHALL TAKE EFFECT. <br />This ordinance was given third reading. Acting President Wise asked if anyone wished a separ- <br />ate vote on any of the amendments to the ordinance. There being none, Mr. Wise asked for a <br />motion to adopt the amendments in gross, so moved by Councilman Reinke, seconded by Councilman <br />Grounds. Motion carried. Councilman Reinke made a motion that the ordinance, as amended; be <br />adopted, seconded by Councilman Grounds. The ordinance passed by a roll call vote of 8 ayes <br />(Councilmen Allen, Reinke, Craven, Grounds, Szymkowiak, Wise, Palmer and Zielinski), 0 nays, <br />1 absent (Councilman Laven.) <br />ORDINANCE NO. 5335 -71 <br />AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF TAXATION <br />FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY <br />EXPENSE FOR THE FISCAL YEAR ENDING DECEMBER 31, 1972. <br />This ordinance was given third reading. Councilman Reinke moved that the amendments to this <br />ordinance be adopted in gross, seconded by Councilman Janet Allen. Motion carried. Councilman. <br />Craven moved for passage of the ordinance as amended, seconded by Councilman Janet Allen.
