REGULAR MEETING SEPTEMBER 28, 1970 <br />Council President Laven announced that because <br />fallen on October 12th, Columbus Day, which is <br />scheduled for October 13, 1970, (Tuesday). <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />the next scheduled Council meeting would have <br />a legal holiday, the next Council meeting is <br />AN ORDINANCE TO APPROPRIATE $22,819.47 FROM <br />THE LOCAL ROAD AND STREET FUND TO THE ACCOUNT <br />"SERVICES CONTRACTUAL ", BEING WITHIN THE <br />LOCAL ROAD AND STREET FUND. <br />The Ordinance was given first reading by title and second reading in full. Councilman Reinke <br />made a motion, seconded by Councilman Zielinski, that the Ordinance be set for Public hearing <br />on October 13, 1970. Motion carried. 8 ayes, 0 nays, 1 absent (Councilman Grounds). <br />ORDINANCE <br />AN ORDINANCE CREATING A DEPARTMENT OF ECONOMIC <br />DEVELOPMENT TO PROVIDE FOR INDUSTRIAL EXPANSION. <br />The Ordinance was given first reading by title and second reading in full. Councilman Szymkowiak <br />made a motion, seconded by Councilman Craven, that the Ordinance be set for Public hearing on <br />October 13, 1970. Motion carried. 8 ayes, 0 nays, 1 absent (Councilman Grounds). <br />ORDINANCE <br />AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, <br />AS AMENDED, COMMONLY KNOWN AS THE ZONING <br />ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA <br />(Chapter 40, Municipal Code). Northwest of <br />Intersection of South Bend Avenue and Edison <br />Road., Turtle Creek Apt. Complex). <br />The Ordinance was given first reading by title and second reading in full. Councilman Szymkowiak <br />made a motion, seconded by Councilman Palmer, that the Ordinance be set for Public hearing on <br />October 13, 1970. Motion carried. 8 ayes, 0 nays, 1 absent (Councilman Grounds). <br />UNFINISHED BUSINESS <br />Councilman Craven said loitering around school buildings has become a major problem for the <br />Police Department. They claim the dropouts have been giving them more trouble than the students. <br />He suggested the Council discuss this in more detail with Attorney Parker of the Legal Department. <br />Councilman Allen announced that letters had been mailed to various organizations and local trash <br />haulers concerning the formation of a Committee to study the trash problem in South Bend. <br />NEW BUSINESS <br />Councilman Zielinski complained that Fisher Street, which is used as a detour around the Sample <br />and Olive Street intersection, has been severly damaged. He said sidewalks, curbs and a fire <br />hydrant won also damaged. City Engineer Lloyd Taylor agreed that Fisher Street should not have <br />been used as a detour but that it would be restored and the damage repaired when the detour is <br />removed. <br />Council President Laven called attention to South Bend's recent avalanche of crimes, such as, <br />vandalism, robbery and car thefts or just a general lack of order. He said 14 panes of glass <br />from his place of business have been broken recently. He said he wondered why people have <br />this total disregard for other people's property and hoped that something could be done about <br />correcting the situation, however, what the solution was he didn't know. Councilman Szymkowiak <br />asked that parents talk to their children and teach them not to damage other people's property. <br />He said that School City spent $40,000 last year replacing school windows broken by vandals. <br />There being no further business to come before the Council, Councilman Allen moved for adjourn- <br />ment.
