Miss <br />Virginia Guthrie, Executive Secretary, and Mr. Keith BonDurant, President, of the South Bend <br />Civic Planning Association questioned various department heads on their budgets as submitted to <br />the Council. Miss Guthrie displayed graphs of city, county, township and school tax percentages <br />and how it affects the taxpayer. Mr. BonDurant suggested that the city use the computer center of <br />the South Bend Community School Corporation instead of establishing a city -owned center. Police <br />Chief Loren M. Bussert, noting that $43,000 in federal funds already has been received toward a <br />computer center for police, said it should be located "in the vicinity of the Police Department, <br />which would have priority for its use and would provide security for it. Mr. John L. Hunter, <br />City Utilities Director, said the city has tried several times to reach an agreement with the <br />School Corporation. Chief Bussert said that the Police Department should have priority on the <br />use of the center and that other city departments should merge with the Police Department Center. <br />He also stated that it is hoped that South Bend will become a law enforcement computer center <br />that will service the seven counties of this part of the State. Councilmen Allen and Reinke <br />expressed reservations about establishing a computer center. <br />Attorney William Reinke, a member of the Civic Planning Association, objected to the retirement <br />program (PURF) passed by the Common Council for city employees. Mr. Kenneth Buhle, Teamsters <br />#364 representative, spoke for the retirement program. <br />Mr. Stephen McTigue, executive director of the South Bend, Mishawaka Area Chamber of Commerce, <br />urged the Council to save at least one - million dollars by cutting the budget by forgoing any <br />unnecessary expenses. He said he was pleased to see that the Council had already reduced the <br />budget. Mr. BonDurant expressed thanks to the Council for discussing the budget with the Civic <br />Planning Association members before the public hearing meeting. <br />Councilman Palmer made a motion for a recess. Councilman Allen seconded the motion, Motion <br />carried. Time: 11:55 p.m. <br />The August 31, 1970 Committee of the Whole meeting reconvened on September 1, 1970, at 2 :10 a.m. <br />Councilman Craven made a motion that the following amendments be accepted for the 1971 Budget <br />of the City of South Bend. Councilman Allen seconded the motion.
