<br />ORDINANCE - (FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES CONT'D.)
<br />Miss Virginia Guthrie, Assistant Secretary, South Bend Civic Planning Assoc., observed that as
<br />proposed, the salary increases would mean a 42 -cent increase in the property taxes for each
<br />$100 of assessed valuations. She said the low - income taxpayers deserve serious consideration.
<br />She read the following letter from the South Bend Civic Planning Assoc. Board of Directors:

<br />South Bend, Indiana
<br />Mrs. Allen and Gentlemen:
<br />With reference to the general salary ordinance before you Monday evening (July 20th) we recommend
<br />for the year 1971 that all salaries included in this ordinance be increased four per cent (4/)
<br />over the amount paid in 1970. This will absorb the major portion of the increase in the cost of
<br />living which we believe should be shared by the employees and not paid entirely by the home
<br />owners and 'property taxpayers.
<br />We consider that a change in the method of counting days of paid vacation, from calendar days
<br />to working days, gives additional days of paid vacation, and that this is a new and added benefit
<br />to employees for 1971.
<br />Retirement plans are a good and accepted means of keeping employees through an extended period
<br />of time. But where employment results from election or appointment by elected persons, retire-
<br />ment plans, we believe, can be of little beneficial effect. Therefore we oppose establishing a
<br />new retirement plan for elected or appointed city employees.

<br />Mrs Lee Swan, 2022 S. Swygart St., Miss Fanny Grunwald, 227 S. Frances St., and Roman Kowalski,
<br />802 Birchwood St., spoke against the high proposals in the ordinance. Mr. Richard J. Pfeil,
<br />President of the Board of Park Commissioners, defended substantial pay proposals for Park Depart-
<br />ment employees. He cited several employees who were doing an outstanding job. Councilman Allen
<br />noted that she did not feel the large increases in salaries were justified. Councilman Reinke,
<br />chairman of the Fees & Salaries Committee, stated that he felt the employees should have a
<br />cost of living increase. Council- President Laven observed that the salaries were recommended by
<br />the Fees & Salaries Committee, which consisted of Councilmen Reinke, Chairman, and Grounds,
<br />Zielinski and Craven. He commended them for a good job and also thanked the department heads
<br />for their cooperation.
