462
SPECIAL MEETING - COMMITTEE OF THE WHOLE JULY 20, 1970
ORDINANCE - (FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES CONT'D.)
Miss Virginia Guthrie, Assistant Secretary, South Bend Civic Planning Assoc., observed that as
proposed, the salary increases would mean a 42 -cent increase in the property taxes for each
$100 of assessed valuations. She said the low - income taxpayers deserve serious consideration.
She read the following letter from the South Bend Civic Planning Assoc. Board of Directors:
July 17, 1970
Members of the Committee of the Whole
South Bend Common Council
South Bend, Indiana
Mrs. Allen and Gentlemen:
With reference to the general salary ordinance before you Monday evening (July 20th) we recommend
for the year 1971 that all salaries included in this ordinance be increased four per cent (4/)
over the amount paid in 1970. This will absorb the major portion of the increase in the cost of
living which we believe should be shared by the employees and not paid entirely by the home
owners and 'property taxpayers.
We consider that a change in the method of counting days of paid vacation, from calendar days
to working days, gives additional days of paid vacation, and that this is a new and added benefit
to employees for 1971.
Retirement plans are a good and accepted means of keeping employees through an extended period
of time. But where employment results from election or appointment by elected persons, retire-
ment plans, we believe, can be of little beneficial effect. Therefore we oppose establishing a
new retirement plan for elected or appointed city employees.
Respectfully,
SOUTH BEND CIVIC PLANNING ASSN. INC.
By order of the Board of Directors
/s/ (Miss) Virginia Guthrie
Assistant Secretary
Mrs Lee Swan, 2022 S. Swygart St., Miss Fanny Grunwald, 227 S. Pfeil,
President of the Board of Park Commissioners, defended substantial pay proposals for Park Depart-
ment employees. He cited several employees who were doing an outstanding job. Councilman Allen
noted that she did not feel the large increases in salaries were justified. Councilman Reinke,
chairman of the Fees & Salaries Committee, stated that he felt the employees should have a
cost of living increase. Council- President Laven observed that the salaries were recommended by
the Fees & Salaries Committee, which consisted of Councilmen Reinke, Chairman, and Grounds,
Zielinski and Craven.
