ITTEE OF THE WHOLE OCTOBER 13, 1969 <br />ORDINANCE <br />AN ORDINANCE ANNEXING TERRITORY TO THE MUNICIPAL CITY OF <br />SOUTH BEND, INDIANA, WHICH IS GENERALLY DESCRIBED AS <br />LYING EAST OF LINDEN ROAD, SOUTH OF INWOOD ROAD AND NORTH <br />OF THE SOUTH BEND BY -PASS. <br />25_ <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. City Engineer, Lloyd Taylor showed <br />transparencies on a screen indicating all annexation boundaries. Councilman Laven announced that <br />there would be no tax moratorium on any of the areas to be annexed. He said the Council had <br />decided against tax moratorium because it is not a correct and proper procedure. He stated that <br />most of the Councilmen were opposed to it. Mr. William J. Wren inquired about annexing LaPorte <br />and Chicago and objected to the annexation of this area. Mr. Wren lives at 59075 Keria, South <br />Bend, Indiana. Mrs. Henry C. Kanzig 22195 Indiana #23. inquired if there was an underlying <br />motive for the annexations, 'such as there was on the holy ing ". Councilman Laven answered No <br />Miss Agnes Rupel, 211 W. Navarre, South Bend, asked what /the proposed zoning of the area West <br />of Linden Road. City Engineer Taylor explained that annexation loses zoning for a period of 60 <br />days -- during this period the Council or an individual can petition for the land to be zoned by <br />the Area Plan Commission, who in turn determine what they feel to be the best zoning of that land. <br />A public hearing is held at that time and the Committee recommends the zoning for that land. <br />Their report is then sent to the Common Council. Miss Rupel asked if the land could be farmed <br />after the annexation. Mr. Taylor replied that it could be farmed if she so desired. <br />Councilman Laven said suburban areas depend on the central city for its economic, social cultural <br />and recreational life, and the heart of the City should be kept healthy by annexations which <br />bring more taxes into the community. <br />Councilman Reinke made a motion that the Ordinance go to the Council as favorable. Councilman <br />Laven seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE ANNEXING TERRITORY TO THE MUNICIPAL CITY OF SOUTH BEND <br />INDIANA, GENERALLY DESCRIBED AS LYING NORTH OF DOUGLAS ROAD, WEST <br />OF MAPLE ROAD AND SOUTH OF THE NORTHERN INDIANA TOLL ROAD. <br />Councilman Reinke made a motion that the public hearing on this 01�dinance be postponed until <br />October -27, 1969. Councilman Laven seconded the motion. Motion carried. <br />There being no further business to come before the Council, Councilman Laven made a motion to <br />rise and report to the Council.
