<br />Councilman Szymkowiak made a motion that the petition be referred to the Area Plan Commission
<br />for further study. Councilman Zielinski seconded the motion. Motion carried.

<br />To the Common Council of the City of South Bend, Indiana:
<br />Your committee of the Thole to whom was referred "AN ORDINANCE AMENDING THE MUNICIPAL CODE OF
<br />THE CITY OF SOUTH BEND, INDIANA - 1962, SECTION 40, AS AMENDED AND GENERAL ORDINCE NO. 4990 -68,
<br />AND THE ACCO1.1PANYING MAP THERETO, GENERALLY KNOWN AS THE SOUTH BEND ZONING ORDINANCE BY CHANGING
<br />THE CLASSIFICATION OF THE USE DISTRICT FOR A CERTAIN PARCEL OF LAND." (3516 E. Jefferson Blvd.)
<br />Councilman Allen made a motion that the Council go into the Committee of the Whole to complete
<br />the report of Items #1 and #2 on the agenda. Motion failed, for a lack of a second. Attorney
<br />Crumpacker suggested a motion to discharge the Committee of the Whole from further consideration
<br />of Item #1, and Councilman Allen made the motion. Councilman Zielinski seconded the motion.
<br />Motion carried.
<br />Councilman Wise made a motion to send the Ordinance back to the Area Plan Commission for further
<br />study. Motion was.seconded by Councilman Palmer. Motion carried. 5 ayes, (Councilmen Wise,
<br />Palmer, Craven, Reinke and Laven) 4 nays, (Councilmen Allen, Zielinski, Szymkowiak and Grounds)

<br />REPORT OF THE COMMITTEE OF THE WHOLE
<br />To the Common Council of the City of South Bend, Indiana:
<br />Your Committee of the Whole to whom was referred "AN ORDINANCE ANNEXING TERRITORY TO THE MUNICIPAL
<br />CITY OF SOUTH BEND, INDIANA, WHICH IS GENERALLY DESCRIBED AS LIBERTY HIGHWAY (S.R. #23), BY -PASS
<br />AND GERTRUDE STREET (LINDEN) ANNEXATION."
<br />There being no report to the Council from the Committee of the Whole, Councilman Allen made the
<br />motion to discharge the Committee of the Whole from further consideration of Item #2 on the
<br />agenda. Councilman Zielinski seconded the motion. Motion Carried.
<br />Councilman Grounds made a motion that the Ordinance go back to the Annexation Committee for
<br />further study. 4 ayes (Grounds, Reinke, Craven, Laven) 5 nays, (Zielinski, Allen, Wise, Palmer,
<br />and Szymkowiak. Motion defeated.
<br />Councilman Zielinski made a motion that the Ordinance go for Third Reading tonight. Councilman
<br />Szymkowiak seconded the motion. Motion carried. 6 ayes, (Councilmen Zielinski, Szymkowiak,
<br />Craven, Palmer, Allen and Wise.) 3 nays, (Councilmen Laven, Grounds and Reinke)

<br />Your Committee of the Whole to whom was referred "AN ORDINANCE SUPPLEMENTING CHAPTER 25, ARTICLE
<br />III, DIVISION 2, SECTION 25 - 60, ORDINANCES NO. 3879, 4289 and 4494, OF THE MUNICIPAL CODE OF
<br />THE CITY OF SOUTH BEND, INDIANA, PROVIDING CHARGES FOR PARKING METER BAGS, AS AMENDED"
<br />Respectfully report that they have.exam.ined the matter and that in their opinion the Ordinance
<br />go to the Council as favorable, as amended.
