232 <br />REGULAR MEETING AUGUST 25, 1969 <br />IRESOLUTIONS(Continued) <br />that <br />City, <br />BE IT, THEREFORE, RESOLVED by the COMMON COUNCIL that it request and hereby does request <br />the RAILROAD terminate its passenger trains at a point nearer the westerly limits of the <br />and <br />BE IT FURTHER RESOLVED that the RAILROAD be requested to remove its.tracks as they now <br />exist in and along LaSalle Street from LaPorte Avenue on the west to the point where said tracks <br />enter the RAILROAD'S coach yard on the east, and back fill the slot created by such removal, and <br />BE IT FURTHER RESOLVED that the RAILROAD be requested to move its coach yard, passenger <br />station and related facilities to a point nearer the westerly limits of the City, and <br />BE IT FURTHER RESOLVED that the COMMON COUNCIL does hereby support the petition of the <br />RAILROAD to the Public Service Commission of Indiana requesting permission and authority to <br />accomplish the aims and objectives of this resolution. <br />COMMON COUNCIL OF THE CITY OF SOUTH BEND <br />/sf Robert 0. Mayor Lloyd Allen and City Attorney Crumpacker announced <br />their support of this resolution. Mayor Allen stated that bus service will probably be provided _ <br />to the new station on the West side of the City near the Bendix Corporation. The resolution will <br />be sent to the Indiana Public Service Commission to support the railroad's petition to abandon <br />its track and relocate the station. Councilman Reinke made a motion that the resolution be <br />'iaccepted. Councilman Szymkowiak seconded the motion. Motion carried. <br />] RESOLUTIONS <br />(RESOLUTION NO. 219 -69 <br />RESOLUTION APPROVING APPLICATION FOR <br />PRELIMINARY LOAN FOR LOW -RENT PUBLIC <br />HOUSING. <br />WHEREAS, it is the policy of this locality to eliminate substandard and other inadequate <br />housing, to prevent the spread of slums and blight, and to realize as soon as feasible the goal of <br />a decent home in a suitable living environment for all of its citizens; and <br />WHEREAS, under the provisions of the United States Housing Act of 1937, as amended, <br />the United States of America, Housing Assistance Administration (hereinafter called the "Govern- <br />ment") is authorized to provide financial assistance to local public housing agencies for <br />undertaking and carrying out preliminary planning of low -rent housing projects that will assist <br />in meeting this'goal; and <br />WHEREAS, the Act provides that there shall be local determination of need for low -rent <br />housing to meet needs not being adequately met by private enterprise and that the Government <br />shall not make any contract with a public housing agency for preliminary loans for surveys and <br />planning in respect to any low -rent housing projects unless the governing body of the locality <br />involved has by resolution approved the application of the public housing agency for such pre- <br />liminary loan; and <br />WHEREAS, the Housing Authority of the City of South <br />Authority ") is a public housing agency and is applying to the <br />to cover the costs of surveys and planning in connection with <br />Bend (herein called the "Local <br />Government for a preliminary loan <br />the development of low -rent housing; <br />NOW, THEREFORE, be it resolved by the City Council of the City of <br />South Bend as follows: <br />1. There exists in the City of South Bend a need for such low -rent housing at rents <br />within the means of low- income families; <br />2.
