REGULAR MEETING AUGUST 11, 1969 REGULAR MEETING Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers in City Hall on Monday, August 11;_1969 at 8 :26 p.m., all members present. The meeting was called to order by Council President Robert 0. Laven, who presided. ROLL CALL PRESENT: Councilmen Laven, Allen, Craven, Grounds Szymkowiak, Wise, Zielinski, Reinke and Palmer. ABSENT: None. IREPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend:' Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of July 28, 1969 meeting of the Council and found them correct. They therefore recommend that the same be approved. /s/ Robert 0. Laven /s/ Janet S. Allen /s/ Albert E. Palmer There being no objections, the report was accepted as read and placed on file. CITIZENS REQUESTS - MISCELLANEOUS MATTERS Mr. John Lawecki, 2115 Glen Street spoke for a group of South Bend residents demanding details of the proposed turnkey public housing project to be built at Ewing Avenue and Grant Streets for low income families. The residents were informed by the Councilmen that there were two public hearings, one at the Area Plan Commission meeting and one at the Common Council, they will be able to attend and express their opinions. Council President Laven told them a petition to annex the 13 -acre tract was filed with the council July 28, 1969 and now is in the council Annexation Committee and under study by the Engineering Department. Later, he said, the petition will be sent to the Area Plan Commission for public hearing and recommendation. I COM14UNICATION This communication from Attorney Joseph A. Roper was withdrawn from the agenda. Councilman Reinke made the motion that the amendment to the original petition be withdrawn and a new petition be redrafted to incorporate both the original petition and the new petition. Councilman Allen seconded the motion. Motion carried. Council President Laven instructed the Clerk to send a letter informing Mr. Roper of the Council's recommendation. COMMITTEE REPORT - ANNEXATION COMMITTEE August 11, 1969 To the Common Council of the City of South Bend: Your Committee The Annexation Committee to whom was referred "A PETITION FOR ANNEXATION AND FOR ZONING CLASSIFICATION." (Midwest Turnkey) Location: Grant & Ewing Streets; Attorney, Robert L. Miller. Respectfully report that they have examined the matter and that in their opinion The Committee recommends that the petition be referred to The Area Plan Commission for zoning recommendation and that said recommendation report be forwarded to the Annexation.Committee, and, also, that a copy of said petition be directed to the Annexation Committee for study. REPORT FROM AREA PLAN COMMISSION July 30, 1969 The Honorable Common Council City of South Bend South Bend, Indiana 46601 Gentlemen: /s/ Fredrick D. Craven Chairman (3516 E. Jefferson Blvd.) The attached petition of Frank Brazeau, et al, was legally advertised under date of July 11 and 18 and given public hearing on July 22, 1969. The following action was taken: After due consideration it was moved, seconded, and carried that the ordinance and site development plan be recommended favorably to the Common Council pro- vided the petitioner revises his site plan to indicate the screening required by the Zoning Ordinance.
