24 <br />REGULAR MEETING NOVEMBER 25, 1968 <br />RESOLUTION NO. 201 -68 (continued) <br />This being the time for public hearing on the above Resolution, proponents and opponents were given an opportunity <br />to be heard thereon. City Attorney, Arthur Frisk, explained the need for the Resolution. City Engineer, Lloyd <br />Taylor, explained the zoning necessary. Councilman Robert 0. Laven also spoke on the need for low income hous- <br />ing, and that this is the way it should be done. Reginald Howard, spokesman for the South Bend branch of NAACP, <br />questioned item No. 5 of the Cooperation Agreement and Rev. Lawrence E. Crockett, president of the NAACP branch <br />asked if the Council had authority to approve sites. Councilman Laven said, "if a site has to be rezoned the <br />Council would have to consider it ". Jesse L. Dickinson, executive director of the Housing Authority, said <br />"the site is part of a housing project and is a matter of law that comes up when a project is up for approval ", <br />Council President Laven asked Councilman Craven to take the chair. He asked the Council to take a realistic look <br />into the problem and moved for the adoption of the Resolution. Councilman Reinke seconded the motion. Motion <br />carried. The Resolution was adopted by a roll call vote of 9 ayes, (Councilman Laven, Allen, Craven, Reinke, <br />Grounds, Szymkowiak, Wise, Palmer, and Zielinski) 0 nays, 0 absent. <br />UNFINISHED BUSINESS <br />Councilman Szymkowiak said the crossing guard was on duty again at the St. Stanislaus School crossing. Council- <br />man Craven said the matter brought up at the last meeting on trailer trucks being parked on the sidewalk at <br />the corner of Michigan and Calvert had been taken care of. The clerk was directed to send a letter of thanks <br />to the Police Department for their cooperation in the matters. <br />NEW BUSINESS <br />It was brought to the attention of the Council that something should be done about the number of false fire <br />alarms that are turned in. Councilman Laven suggested the Ordinance Committee study the Fire Alarm Ordinance <br />and Penalty. Councilman Szymkowiak explained his concern over the amount of purse snatchers that are using <br />knives, and feels something more should be done to control this situation. Councilman Craven said he may have <br />something to report after the meeting on the juvenile situation at the Parkview Detention home. <br />There being no further business to come before the Council, Councilman Craven made a motion to adjourn. <br />Councilman Wise seconded the motion.
