.ELI, <br />REGULAR MEETING NOVEMBER 11 1968 <br />REPORT OF ANNEXATION COMMITTEE <br />To the Common Council of the City of South Bend, Indiana: <br />The Annexation Committee to whom was referred on September 9, 1968, a petition to annex certain property to <br />the City of South Bend, Indiana. (Phase II of Airport Industrial Park). <br />Respectfully report that they have examined the matter and that in their opinion after reviewing the October 31, <br />.report by the Area Plan Commission, the matter be favorably considered by the Council. The Committee also <br />recommends that the annexation ordinance be set for public hearing November 25, 1968, at the regular council <br />meeting. <br />/s/ Robert 0. Laven <br />Chairman <br />There being no objection, the report was accepted as read, and placed on file. <br />ORDINANCES, THIRD READING <br />ORDINANCE NO. 5047 -68 <br />AN ORDINANCE AMENDING CHAPTER 25, ARTICLE VI, SECTION <br />25 -80 OF ORDINANCE NO. 4608 -63, BEING THE MUNICIPAL <br />CODE OF THE CITY OF SOUTH BEND, INDIANA, 1962, REDE- <br />FINING TRUCK ROUTES, AS AMENDED. <br />The Ordinance was given third reading. Councilman Reinke made a motion that "Schedule A -1" be further amended <br />to prohibit through trucks from using Madison St. and Marion St. between Lincolnway West and Michigan St., <br />in South Bend, between the hours of 10:00 P.M. and 6:00 A.M. and that proper and adequate signs to this effect <br />be posted on appropriate streets. Councilman Allen seconded the motion. Motion carried. Councilman Allen <br />requested to speak before the Ordinance was .passed. She felt it should be brought out that the Board of Public <br />Works and Safety took it upon themselves to make this a truck route and had sent it to the State Highway <br />Commission to make this a state highway without notice to the Council. She also felt the innerbelt came <br />about without the people having full knowledge of what was happening. Councilman Wise and Councilman Grounds <br />also spoke against the Ordinance. Councilman Grounds made a motion for recess. Councilman Szymkowiak seconded <br />the motion. Motion carried. Time: 8:55 P.M. Reconvened: 9:05 P.M. Councilman Reinke moved the Council <br />request the first motion be put up for reconsideration. Councilman Allen seconded the motion. Motion carried. <br />Councilman Reinke moved that Schedule A -1, as amended, of this Ordinance be further amended "to prohibit inter- <br />city trucks and through trucks from using Marion Street from Michigan Street to Lincolnway West and Madison <br />Street from Lincolnway West to Michigan Street, in the City of South Bend, between the hours of 10:00 P.M. and <br />6:00 A.M., local time and that proper and adequate signs to their effect be posted on appropriate streets.11 <br />Councilman Szymkowiak seconded the motion. Motion carried. Councilman Allen made a motion to insert' ",as amended, <br />in the Ordinance following "Schedule A -1 ". Councilman Zielinski seconded the motion. Motion carried. The <br />Ordinance was passed by a roll call vote of 6 ayes, (Councilmen Laven, Craven, Reinke, Szymkowiak, Palmer <br />and Zielinski). 3 nays, (Councilmen Allen, Grounds, and Wise). 0 absent. <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE <br />CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS. <br />(Airport Industrial Park Phase 2) <br />The Ordinance was given first reading by title and second reading in full. Councilman Grounds made a motion <br />the Ordinance be set for public hearing on November 25, 1968. Councilman Szymkowiak seconded the motion. <br />Motion carried. <br />NEW BUSINESS <br />Councilman Allen asked that the Ordinance Committee study the Building Code in regard to the matter of home <br />builders being required to install water meters in houses while the houses are under construction. Councilman <br />Palmer brought to the attention of the Council that large semi- trailer trucks are being parked on the sidewalk <br />of the gasoline station located at the corner of Michigan and Calvert. The City Clerk was instructed to direct <br />a letter to the Chief of Police, Thomas McNaughton, to see what could be done to remedy the situation. Council- <br />man Szymkowiak also wanted to know why the crossing guard had been removed from the St..Stanislaus school. <br />There being no further business to come before the Council, Councilman Wise made a motion to adjourn.
