REGULAR.-MEETING JULY 22 1968 <br />REPORT OF CITY CONTROLLER <br />The Report of the City Controller for the month of June, 1968 was submitted to the Council; each Councilman <br />having received a copy of the report prior to the meeting. Councilman Palmer made a motion that the report <br />be accepted and placed on file. Councilman Grounds seconded the motion. Motion carried. <br />ORDINANCES, THIRD READING <br />ORDINANCE NO. 5022 -68 <br />AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED <br />OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE YEAR 1969. AS AMENDED. <br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, (Councilmen Laven, Allen, <br />Craven, Reinke, Grounds, Wise, Palmer, and Zielinski). 1 nay, (Councilman Szymkowiak) 0 nays. <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS TO <br />ACCOUNT Q -221, "ELECTRIC SERVICE" IN THE AMOUNT <br />OF $1,100.00 AND TO ACCOUNT Q -222, "GAS SERVICE" <br />IN THE AMOUNT OF $1,600.00 AND THE TRANSFER OF <br />SAID SUMS FROM ACCOUNT Q -11, "SALARIES" IN THE <br />FIRE DEPARTMENT BUDGET, ALL BEING WITHIN THE <br />GENERAL FUND. <br />The Ordinance was given first reading by title and second reading in full. Councilman Grounds made a...motion <br />the Ordinance be set for public hearing on August 12, 1968. Councilman Palmer seconded the motion. Motion <br />carried. <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO <br />ACCOUNT MVH -43, "REPAIR PARTS" IN THE AMOUNT OF <br />$9,000 AND THE TRANSFER OF SAID SUM FROM THE <br />FOLLOWING ACCOUNTS: ACCOUNT MVH -11, "SERVICES <br />PERSONAL" $4,200; ACCOUNT MVH -422, "SALT" <br />$2,800 AND ACCOUNT MVH -722, "MOTOR EQUIPMENT" <br />$2,000 AND ALL ACCOUNTS BEING IN THE MOTOR <br />VEHICLE HIGHWAY FUND. <br />The Ordinance was given first reading by title and second reading in full. Motion <br />carried. <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS FROM THE <br />GENERAL FUND IN THE AMOUNT OF $58,500.00 TO VARIOUS <br />ACCOUNTS WITHIN THE GENERAL FUND. <br />The Ordinance was given first reading by title and second _reading in full. Councilman Reinke made a motion the <br />Ordinance be set for public hearing on August 12, 1968 if the Councilman are furnished with a letter con- <br />taining the information on the need of the appropriation, before the Public Hearing. Councilman Allen seconded <br />the motion. Motion carried. <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />AN ORDINANCE DESIGNATING A COMMUNITY ACTION <br />AGENCY FOR THE CITY OF SOUTH BEND, INDIANA <br />The Ordinance was given first reading by title and second reading in full. Councilman Craven made a motion <br />the Ordinance be set for public hearing on August 12, 1968. Councilman Craven further-moved` that the -Clerk <br />of the Council be directed to publish notice -of_this'hearirig.in a newspaper of the English language of <br />general circulation, at least ten (10) days before the hearing; and that the Clerk of the Council be further <br />directed to post notice of said public hearing on the public bulletin boards of the City Hall of South Bend <br />and the St. Joseph County Court House and to mail a copy of such notice to Action, Inc., and each neighbor- <br />hood based organization of Action, Inc. Councilman Wise seconded the motion. Motion carried. <br />NEW BUSINESS <br />Councilman Zielinski brought to the attention of the Council Members, a letter he had given him from a Priest <br />at St. Adalbert's Church. It was from the Mayors Citizens Traffic Committee, regarding the banning of funeral <br />processions. Councilman Allen explained the matter was brought up at one of the meetings and the letters were <br />sent to clergymen and funeral directors asking their views on the matter; it is just a survey to see what the <br />feelings are. Councilman Szymkowiak felt this service of funeral processions should be rendered to the citizens. <br />Councilman Craven said he was in favor of permitting funeral processions. <br />
