<br />Mrs. Allen and Gentlemen:
<br />The Directors of the South Bend Civic Planning Association have reviewed the salary ordinance which you will
<br />review in public session Monday evening. We-are enclosing some recommendations for you to consider prior
<br />to that hearing.
<br />It is not possible to estimate the cost to the taxpayers if all of the proposed increases were granted since
<br />this information is available only when the number of people in the various categories is disclosed in the
<br />budget itself. However we appreciate the desirability of recognizing service and on that basis make a
<br />general recommendation of a $240.00 increase for full time employees, others to be adjusted accordingly.
<br />We recommend that the $480.00 for the President of the Council be eliminated from the salary ordinance and
<br />be included in Contractual section of the Council budget.
<br />We recommend that the salary and position of Safety Commissioner be eliminated for lack of information on
<br />the duties, and the necessity for such position.
<br />We recommend that the salary of the City Engineer remain as proposed as we find it is in line with that
<br />paid in private business, but also in view of the performance of the present City Engineer.
<br />We recommend that the salary of the H R and F E P C Director remain as proposed as we have been told this
<br />is in line with the salaries he received when he held two positions - one for the schools and a summer
<br />position with the city.
<br />The above and the attached sheet cover our major portion of our recommendations. We will have some points to
<br />be clarified further on Monday evening.
