REGULAR MEETING R 26, 1968 RESOLUTION (continued) NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: That the above and foregoing recommendations contained in said resolution of the Board of Public Works and Safety be, and they are hereby, approved by the Common Council of said City and said Board is hereby authorized to proceed with the acquisition of land and the construction of said off - street parking structures in accordance with authorization contained in Chapter 190, Acts of the Indiana General Assembly of 1955. The said off - street parking structures to be located on Site I at the Southeast Corner of Colfax and Main Streets and Site III at the Northwest Corner of St. Joseph Street and Jefferson Boulevard. /s/ Robert 0. Laven Councilman Allen offered an amendment. Amendment defeated by 5 to 4 vote. Councilman Laven moved the Resolution be amended as follows: Page 2 - Line 5 of the Council's resolution itself which begins Now Therefore... delete the following phrase: "with the acquisition of land and the construction of said off - street parking structures." Motion approved 9 to 0. Councilman Reinke made a motion that the Resolution be adopted as amended. Councilman Craven seconded the motion. Motion carried. 5 to 4 Vote. RESOLUTION NO. 180 -68 RESOLUTION OF LOCAL GOVERNING BODY APPROVING REQUEST FOR FINANCIAL ASSISTANCE TO PLAN AND DEVELOP A COMPREHENSIVE CITY DEMONSTRATION PROGRAM WHEREAS the City of South Bend, Indiana desires to undertake a comprehensive city demonstration program to rebuild or revitalize blighted and deteriorating areas and generally improve living condidtions for the people who live in such areas; and WHEREAS the Secretary of Housing and Urban Development (hereafter referred to as the "Secretary ") is authorized pursuant to Title I of'The Demonstration Cities and Metropolitan Development Act of 1966 to make grants to, and contract with, City Demonstration Agencies to pay up to 80 percent of the costs of Planning and developing such comprehensive city demonstration programs: NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Section 1. Approval is hereby granted (1) for the submission by the City of South Bend, Indiana of a request for financial assistance for the planning and development of a comprehensive city demonstration program; (2) for the provision of any information or documentation concerning the preparation and content of such program as may be required by the Secretary; and (3) for the representation by Lloyd M. Allen, Mayor, or his lawful successor, as the authorized representative empowered to act on behalf of the City of South Bend, Indiana in connection with all matters pertaining to the request for financial assistance. Section 2. The City of South Bend, Indiana hereby agrees to comply with the regulations of the Secretary effectuating Title VI of the Civill'Rights Act of 1964, which provide that no person shall, on the ground of race, color or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination in the undertaking of any of the projects or activities assisted under Title I of the Demonstration Cities and Metropolitan Development Act of 1966. Adopted this 26th day of March, 1968 /s/ Robert 0. Laven Councilman Szymkowiak made a motion that the Resolution be adopted by a roll call vote. Councilman Grounds seconded the motion. Motion carried. 9 ayes, (Councilmen Laven, Allen, Craven, Reinke, Ground, Szymkowiak, Wise, Palmer, and Zielinski). 0 nayes, 0 absent. There being no further business to come before the Council, Councilman Palmer made a motion to adjourn. Councilman Wise seconded the motion. Motion carried. Time: 10:50 P.M.
