REGULAR MEETING R 26, 1968 <br />RESOLUTION (continued) <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: <br />That the above and foregoing recommendations contained in said resolution of the Board of Public Works and Safety <br />be, and they are hereby, approved by the Common Council of said City and said Board is hereby authorized to <br />proceed with the acquisition of land and the construction of said off - street parking structures in accordance <br />with authorization contained in Chapter 190, Acts of the Indiana General Assembly of 1955. The said off - <br />street parking structures to be located on Site I at the Southeast Corner of Colfax and Main Streets and <br />Site III at the Northwest Corner of St. Joseph Street and Jefferson Boulevard. <br />/s/ Robert 0. Laven <br />Councilman Allen offered an amendment. Amendment defeated by 5 to 4 vote. <br />Councilman Laven moved the Resolution be amended as follows: Page 2 - Line 5 of the Council's resolution <br />itself which begins Now Therefore... delete the following phrase: "with the acquisition of land and the <br />construction of said off - street parking structures." Motion approved 9 to 0. <br />Councilman Reinke made a motion that the Resolution be adopted as amended. Councilman Craven seconded the <br />motion. Motion carried. 5 to 4 Vote. <br />RESOLUTION NO. 180 -68 <br />RESOLUTION OF LOCAL GOVERNING BODY APPROVING REQUEST FOR <br />FINANCIAL ASSISTANCE TO PLAN AND DEVELOP A COMPREHENSIVE <br />CITY DEMONSTRATION PROGRAM <br />WHEREAS the City of South Bend, Indiana desires to undertake a comprehensive city demonstration program to <br />rebuild or revitalize blighted and deteriorating areas and generally improve living condidtions for the people <br />who live in such areas; and <br />WHEREAS the Secretary of Housing and Urban Development (hereafter referred to as the "Secretary ") is <br />authorized pursuant to Title I of'The Demonstration Cities and Metropolitan Development Act of 1966 to make <br />grants to, and contract with, City Demonstration Agencies to pay up to 80 percent of the costs of Planning <br />and developing such comprehensive city demonstration programs: <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: <br />Section 1. Approval is hereby granted (1) for the submission by the City of South Bend, Indiana of a request <br />for financial assistance for the planning and development of a comprehensive city demonstration program; <br />(2) for the provision of any information or documentation concerning the preparation and content of such <br />program as may be required by the Secretary; and (3) for the representation by Lloyd M. Allen, Mayor, or his <br />lawful successor, as the authorized representative empowered to act on behalf of the City of South Bend, <br />Indiana in connection with all matters pertaining to the request for financial assistance. <br />Section 2. The City of South Bend, Indiana hereby agrees to comply with the regulations of the Secretary <br />effectuating Title VI of the Civill'Rights Act of 1964, which provide that no person shall, on the ground <br />of race, color or national origin, be excluded from participation in, be denied the benefits of, or be <br />subjected to discrimination in the undertaking of any of the projects or activities assisted under Title I <br />of the Demonstration Cities and Metropolitan Development Act of 1966. <br />Adopted this 26th day of March, 1968 <br />/s/ Robert 0. Motion carried. 9 ayes, (Councilmen Laven, Allen, Craven, Reinke, Ground, Szymkowiak, <br />Wise, Palmer, and Zielinski). 0 nayes, 0 absent. <br />There being no further business to come before the Council, Councilman Palmer made a motion to adjourn. <br />Councilman Wise seconded the motion.
