REGULAR MEETING FEBRUARY 26, 1968 <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE <br />WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA, <br />AND PATTEN INDUSTRIES, INCORPORATED, HAMMOND, <br />INDIANA, FOR THE PURCHASE OF AN INDUSTRIAL TRAC- <br />TOR WITH BACKHOE IN THE SUM OF $11,197.00. <br />The Ordinance was given first reading by title and second reading in full. Councilman Grounds made a motion <br />that the Ordinance be set for public hearing on March 11, 1968. Councilman Szymkowiak seconded the motion. <br />Motion carried. <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />AN ORDINANCE AMENDING SECTION 36 -6, RATES OF FARE, <br />OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, <br />INDIANA, 1962, SAID ARTICLE BEING COMMONLY KNOWN <br />AS THE TAXICAB ORDINANCE <br />The Ordinance was given first reading by title and second reading in full. Councilman Palmer made a motion <br />that the Ordinance be set for public hearing on March 11, 1968. Councilman Szymkowiak seconded the <br />motion. Motion carried. <br />RESOLUTION <br />RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA <br />WHEREAS, THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY <br />OF SOUTH BEND, DID ON THE 21st DAY OF FEBRUARY, 1968, ADOPT <br />A RESOLUTION ACCEPTING AND APPROVING A FEASIBILITY STUDY FOR <br />MUNICIPALLY OPERATED PARKING PROGRAM PREPARED BY AREA <br />PLAN COMMISSION OF ST. JOSEPH COUNTY, IND., AND HARLAND <br />BARTHOLOMEW AND ASSOCIATES OF MEMPHIS, TENNESSEE FILED <br />WITH SAID BOARD ON NOVEMBER 27, 1967, CONTAINING RECOMM- <br />ENDATIONS ON THE LOCATION, SIZE AND CHARACTER OF AND THE <br />PROBABLE COST OF ACQUIRING AND DEVELOPING CERTAIN LAND <br />AND THE CONSTRUCTION THEREON OF SEMI - ENCLOSED DECK, SELF <br />PARK TYPE STRUCTURES WITH ATTENDANT PAY BOOTHS FOR MUNI- <br />CIPAL PARKING. <br />The Resolution was given first readin-g by title and second reading in full. Councilman Reinke made a <br />motion that the Resolution be given public hearing on March 25, 1968. Councilman Allen seconded the <br />motion. Motion carried, 8 ayes, (Councilmen Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer <br />and Zielinski), 1 nay (Councilman Laven), 0 absent. <br />President Laven welcomed members of Dr. Bartholemew's Government class from the University of Notre Dame, <br />and invited them to attend future Council meetings. <br />OLD BUSINESS <br />President Laven reported that the Ordinance Committee has been meeting with various interested groups <br />with regard to the proposed fair housing ordinance. He further stated that due to the great deal of <br />interest shown by various groups it may be several weeks before final reading is given the ordinance. <br />NEW BUSINESS <br />Councilman Allen requested that the Clerk communicate with the Sanitation Department inquiring as to the <br />feasibility of planting regular grass seed along with the rye seed, when seeding land at the landfill site. <br />Councilman Szymkowiak complained about stray dogs throughout the City, and expressed hope that the <br />Humane Society would patrol streets and catch the dogs, relieving property owners from reporting them. <br />Councilman Szymkowiak also stated that he had counted many junk cars on the City streets, and appealed.to <br />the Police Department to issue citations when such autos are detected. <br />There being no further business to come before the Council, Councilman Wise made a motion to adjourn. <br />Councilman Reinke seconded the motion.
