REGULAR MEETING JULY $ 1974 <br />MEETING - RECONVENED (CONTINUED) <br />Miss Virginia Guthrie, Consultant and member of the Board of Directors of the Civic Planning <br />Association, wondered where the $12 million would be coming from for the Civic Center. Mr. Everit- <br />stated that, hopefully, within a few weeks, more definite information would be available. He <br />stated that there will be fund - raising drives, and the funds would be a combination of revenue <br />sharing funds, general funds, hotel -motel tax funds, and general obligation and park funds. <br />Councilman Miller felt that only generalized statements could be made on the cost at this time. <br />Miss Guthrie wondered when the money would be available. Councilman Miller stated that it depende< <br />on when a funding schedule was determined by Sollitt Construction Company. He explained that, on <br />the general bond in the current budget, there is an item of approximately $250,000 that is paying <br />off the general obligation bonds of 1965. He felt there should be no increase in the tax rate in <br />order to pay off the bonds. Councilman Serge asked about the cost of furnishing the Civic Center. <br />Mr. Everitt indicated that that information should be available in March of 1975 and would include <br />those items that would not be "nailed down ", such as chairs, tables, etc. Councilman Parent <br />indicated that he understood the need for the contract; however, he wondered if this would reduce <br />the cost of the general contractor. Mr. Farrand stated that he felt this would result in a saving: <br />He felt this type of advice was definitely needed. Also, this would permit other firms to bid on <br />smaller portions of the contract. <br />Councilman Miller made a motion to amend the resolution by the insertion of the words "the Civic <br />Center Authority and" in the fifth line of the first paragraph after the words "has been approved <br />by ", seconded by Councilman Parent. The motion carried. Councilman Miller made a motion that the <br />resolution be adopted, as amended, seconded by Councilman Kopczynski. The resolution passed by a <br />roll call vote of eight ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, <br />Newburn and Nemeth) with Councilman Horvath absent. <br />IIORDINANCES, FIRST READING <br />(ORDINANCE NO. 5702 -74 <br />AN ORDINANCE APPROVING THE FORM AND TERMS OF <br />LEASE AND TRUST INDENTURE AND ECONOMIC <br />DEVELOPMENT REVENUE BONDS AND AUTHORIZING <br />THE EXECUTION THEREOF PERTAINING TO PRAIRIE <br />COMPANY. <br />This ordinance had first reading. Councilman Kopczynski made a motion that the rules be suspended <br />and action taken on the ordinance, seconded by Councilman Taylor. The motion carried by a roll <br />call vote of eight ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, <br />Newburn and Nemeth) with Councilman Horvath absent. The ordinance then had second reading. <br />Councilman Newburn made a motion that the ordinance pass, seconded by Councilman Parent. The <br />ordinance passed by a roll call vote of eight ayes (Councilmen Serge, Szymkowiak, Miller, Parent, <br />Taylor, Kopczynski, Newburn and Nemeth) with Councilman Horvath absent. <br />ORDINANCE AN ORDINANCE APPROPRIATING $150,000.00 FROM <br />THE FEDERAL ASSISTANCE GRANT FUND TO A NEW <br />FEDERAL ASSISTANCE PROGRAM AND ACCOUNT, <br />PROGRAM FA62, SOUTH BEND PUBLIC TRANSPORTATION <br />CORPORATION SUBSIDY, ACCOUNT NO. 631.0, "GRANTS <br />AND SUBSIDIES ", TO BE ADMINISTERED BY THE <br />DEPARTMENT OF ADMINISTRATION AND FINANCE <br />OF THE CITY OF SOUTH BEND, INDIANA. <br />This ordinance had first reading. Councilman Taylor made a motion to set`the ordinance for public <br />hearing and second reading on August 12, 1974, seconded by Councilman Miller. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF <br />$22,000.00 FROM THE CUMULATIVE SEWER <br />BUILDING AND SINKING FUND (PORTAGE ROAD - <br />BRICK ROAD TRUNK SANITARY SEWER). <br />This ordinance had first reading. Councilman Taylor made a motion to set the ordinance for public <br />hearing and second reading on July 22, 1974, seconded by Councilman Miller. Councilman Miller made a motion to set the ordinance for public <br />hearing and second reading on July 22, 1974, seconded by Councilman Taylor.
