Over 157 calls were received pertaining to housing, etc., which were referred to the <br />Department of Human Resources and Economic Development. Calls regarding non -city services totalled <br />2,423. Ms. Katz indicated that a citizen's handbook has been designed by the Action Center to <br />help the citizens with complaints and questions. Regarding the Department of Law, 45 calls were <br />received which involved matters under the department's jurisdiction. Residents of a certain area <br />were contacted and polled through the center regarding their opinions on a certain issue, at the <br />request of the Department of Law. A weekly radio hour -long program is conducted to help the citize <br />in receiving answers to their questions and complaints. Ms. Katz thanked the citizens who have <br />reported the problems and she also thanked the city employees whose hard work too often goes <br />unnoticed. Council President Nemeth thanked Ms. Katz for her presentation. <br />11ORDINANCES, SECOND READING <br />IIORDINANCE NO. 5670 -74 <br />AN ORDINANCE APPROPRIATING $18,655.00 FROM <br />THE FEDERAL ASSISTANCE GRANT COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, FOR <br />VARIOUS PUBLIC WORKS PROGRAMS, TO BE ADMIN- <br />ISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DEPARTMENT OF PUBLIC WORKS. <br />This ordinance had second reading. The question was raised as to where the crews would be <br />operating from, and Councilman Horvath wondered how much money was recovered last year for cleanup. <br />Mr. Rollin Farrand, Director of the Department of Public Works, indicated that the program last yea <br />lacked enough people to do the research work. Councilman Newburn brought up the repair account aga <br />as he felt this was important. He could not understand why the repairs could not be accomplished <br />at the garage. The issue of the warranty on the repair parts was again briefly discussed. The <br />motion to amend carried. <br />Councilman Miller then made a motion that the ordinance be passed, as amended, seconded by Council <br />Taylor. Council President Nemeth stated that he would not vote in favor of the ordinance because <br />he felt sufficient information about the request had not been provided. The ordinance passed by a <br />roll call vote of six ayes (Councilmen Szymkowiak, Miller, Parent, Taylor, Horvath and Newburn) <br />and two nays (Councilmen Serge and Nemeth) with Councilman Kopczynski absent. <br />ORDINANCE NO. 5671 -74 AN ORDINANCE APPROPRIATING $39,173.00 FROM <br />THE FEDERAL ASSISTANCE GRANT COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, FOR <br />VARIOUS HUMAN RESOURCES PROGRAMS, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND <br />THROUGH ITS DEPARTMENT OF HUMAN RESOURCES. <br />This ordinance had second reading. Councilman Parent made a motion that the ordinance pass, <br />seconded by Councilman Taylor.
