REGULAR MEETING NOVEMBER 13a 1973 <br />IREGULAR MEETING - RECONVENED (CONTINUED) <br />On page 9 - Insert Redevelopment contribution of $40,000 under Anticipated Income. <br />Councilman Parent made a motion to amend the ordinance as indicated by Mr. Lantz, seconded by <br />Councilman Kopczynski. The motion carried. Councilman Parent then made a motion that the ordinanc <br />pass, as amended, seconded by Councilman Kopczynski. The ordinance passed by a roll call vote of <br />nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and <br />Nemeth) . <br />ORDINANCE NO. 5600 -73 AN ORDINANCE APPROPRIATING ALL PARKING <br />GARAGE FEES AND FUNDS FOR THE YEAR 1974 <br />TO THE BOARD OF PUBLIC WORKS OF THE CIVIL <br />CITY OF SOUTH BEND, INDIANA, FOR THE USES <br />AND PURPOSES SET FORTH THEREIN, IN <br />ACCORDANCE WITH CHAPTER 190 OF THE ACTS <br />OF THE GENERAL ASSEMBLY OF THE STATE OF <br />INDIANA OF 1955. <br />This ordinance had second reading. Council President Nemeth questioned the 1955 date in this <br />ordinance and the 1965 date in the Parking Meter ordinance. Mr. Walter Lantz, Deputy City <br />Controller, indicated that the two dates were correct because there were two different acts. <br />Councilman Taylor made a motion that the ordinance pass, seconded by Councilman Kopczynski. The <br />ordinance passed by a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, <br />Taylor, Kopczynski, Horvath, Newburn and Nemeth). <br />(ORDINANCE NO: 5601 -73 <br />AN ORDINANCE APPROPRIATING ALL PARKING <br />METER FEES AND FUNDS FOR THE YEAR 1974 <br />TO THE BOARD OF PUBLIC WORKS OF THE CIVIL <br />CITY OF SOUTH BEND, INDIANA, FOR THE USES <br />AND PURPOSES SET FORTH THEREIN, IN <br />ACCORDANCE WITH CHAPTER 208 OF THE ACTS <br />OF THE GENERAL ASSEMBLY OF THE STATE OF <br />INDIANA OF 1965. <br />This ordinance had second reading. Councilman Horvath made a motion that the ordinance pass, <br />seconded by Councilman Kopczynski. The ordinance passed by a roll call vote of nine ayes <br />(Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth). <br />ORDINANCE NO. 5602 -73 AN ORDINANCE APPROPRIATING $30,000.00 <br />FROM THE FEDERAL ASSISTANCE GRANT FUND, <br />COMMONLY REFERRED TO AS GENERAL REVENUE <br />SHARING, FOR VARIOUS ADMINISTRATIVE PRO - <br />GRAMS, TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH ITS DEPARTMENT OF <br />REDEVELOPMENT. <br />This ordinance had second reading. Councilman Parent made a motion to amend the ordinance by the <br />deletion of the figure of $30,000 and the insertion of the figure of $10,000 wherever mentioned, <br />with a breakdown in the accounts in the amount of $1,500 for Account No. 261 and $8,500 for Accouni <br />No. 262, seconded by Councilman Kopczynski. The motion carried. Councilman Parent then made a <br />motion that the ordinance pass, as amended, seconded by Councilman Taylor. The ordinance passed <br />by a roll call vote of seven ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Horvath <br />and Nemeth) and two nays (Councilmen Kopczynski and Newburn). <br />ORDINANCE NO. 5603 -73 <br />AN ORDINANCE APPROPRIATING $87,000.00 <br />FROM THE FEDERAL ASSISTANCE GRANT FUND, <br />COMMONLY REFERRED TO AS GENERAL REVENUE <br />SHARING, FOR VARIOUS MUNICIPAL SERVICES <br />FACILITY PROGRAMS, TO BE ADMINISTERED BY <br />THE CITY OF SOUTH BEND THROUGH ITS <br />DEPARTMENT OF PUBLIC WORKS. <br />This ordinance had second reading. Councilman Szymkowiak made a motion that the ordinance pass, <br />seconded by Councilman Serge. The ordinance passed by a roll call vote of nine ayes (Councilmen <br />Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth). <br />RESOLUTIONS <br />RESOLUTION NO. 394 -73 <br />A RESOLUTION FINDING AND ADJUDGING THAT <br />THE FINANCING OF FACILITIES FOR ESLINGER <br />TV AND APPLIANCES, INC., BY THE ISSUANCE <br />BY THE CITY OF SOUTH BEND, INDIANA, OF ITS <br />ECONOMIC DEVELOPMENT REVENUE BONDS PER- <br />TAINING TO SUCH FACILITIES, FOR SUCH ENTITY <br />WILL BE OF BENEFIT TO THE HEALTH OR WELFARE <br />OF THIS MUNICIPALITY, AND APPROVING THE <br />FINANCING THEREFOR. <br />WHEREAS, the Common Council of the City of South Bend, Indiana, heretofore has <br />created the South Bend Development Commission, hereinafter referred to as "Commission ", <br />pursuant to the provisions of the Municipal Economic Development Act of 1965, as amended, <br />supplemented or added to, including but not limited to the amendments, supplements or <br />additions of IC -1973, 18- 6 -4.5, or any other amendments, supplements or additions <br />thereto, hereinafter referred to as the "Act "; and <br />WHEREAS, Eslinger TV & Appliances, Inc. has filed an.application with the <br />Commission to finance the acquisition of real estate and the construction thereon of <br />an industrial and commercial building (facilities) which will constitute economic <br />development facilities resulting in a substantial number of new jobs as well as other <br />benefits; and <br />
