Councilman Newburn made a motion that the ordinance be set for <br />public hearing and second reading on September 10, 1973, seconded by Councilman Taylor. LUTHER <br />BEVERAGES, INC. <br />This ordinance had first reading. Councilman Parent made a motion that the ordinance be set for <br />public hearing and second reading on September 10,1973, seconded by Councilman Newburn. The <br />motion carried. <br />ORDINANCE AN ORDINANCE AUTHORIZING THE EXECUTION OF <br />A LEASE AND TRUST INDENTURE AND ECONOMIC <br />DEVELOPMENT REVENUE BONDS AND THE FORM AND <br />TERMS OF THE LEASE AND TRUST INDENTURE AND <br />BONDS AND THE ISSUANCE OF ECONOMIC DEVELOPMENT <br />REVENUE BONDS PERTAINING TO WELLS ELECTRONICS, <br />INC. <br />This ordinance had first reading. Councilman Newburn made a motion that the ordinance be set for <br />public hearing and second reading on September 10, 1973, seconded by Councilman Taylor. The moti <br />carried. <br />ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION <br />AND TRANSFER OF $12,000.00 FROM ACCOUNT #11, <br />"SERVICES PERSONAL ", TO ACCOUNTS #221, "SERVICES <br />CONTRACTUAL, ELECTRIC CURRENT ", IN THE AMOUNT <br />OF $5,000.00; ACCOUNT #251, "SERVICES <br />CONTRACTUAL, REPAIRS TO BUILDINGS AND STRUC- <br />TURES", $2,000.00; AND ACCOUNT #252, "SERVICES <br />CONTRACTUAL, REPAIRS TO EQUIPMENT ", $5,000.00; <br />ALL IN THE GENERAL PARK FUND. <br />This ordinance had first reading. The <br />motion carried. <br />ORDINANCE AN ORDINANCE FOR APPROPRIATING INTEREST <br />EARNED FROM THE PURCHASE OF CERTIFICATES <br />OF DEPOSIT OUT OF THE PROCEEDS OF THE 1972 <br />PARK DISTRICT BONDS TO THE PARK DISTRICT <br />BOND CONSTRUCTION FUND IN THE AMOUNT OF <br />$15,164.35. <br />This ordinance had first reading. Councilman Horvath made a motion that the ordinance be set for <br />public hearing and second reading on September 10, 1973, seconded by Councilman Newburn. The <br />motion carried. <br />PRIVILEGE OF THE FLOOR <br />Miss Virginia Guthrie, Executive Secretary of the Civic Planning Association, expressed the <br />association's appreciation to the Council on its efforts made in cutting the budget on behalf of <br />the taxpayers. She stated that the Council had been able to cut $500,000 in actual expenditures, <br />and she thanked the Council for their diligence. Council President Nemeth indicated that thanks <br />should also be given to the Controller's Office for its help in getting the correct figures. <br />Mrs. Martha Flannagan, President of the Humane Society, indicated that she had been asked before <br />the meeting about the use of tranquilizer guns on animals, and she stated that the Humane Society <br />is against the use of this method of capture because it is inhumane. She indicated that she has <br />received material on the subject from national organizations, and she referred to a statement of <br />the Michiana Veterinary Association on the use of the tranquilizer guns. The association listed <br />the following reasons for its stand: The guns are dangerous to any person that might cross the <br />line of fire; the guns are inhumane because of the pain inflicted from the barbs; it is inhumane <br />because animals have been killed from overdoses because the exact weight of the animal determines <br />the amount of the tranquilizer needed; and it is inhumane because the use of the chemical in an il: <br />or injured animal can produce death. She stated that the only justifiable use of the gun would be <br />in those cases in which an animal must be captured such as in a bite case. Councilman Kopczynski <br />asked if the Humane Society utilized any of this type of equipment, and Mrs. Flannagan indicated <br />that it did not. She stated that the necessary equipment for capture of the animal without the <br />use of the chemical drug was used by the society. <br />
