REGULAR MEETING JULY 14, 1980 <br />REGULAR MEETING RECONVENED (CONTINUED <br />A public hearing was held on the resolution at this time. Council Member Voorde indicated <br />this resolution was contrary to what Redevelopment recommended for several reasons; the new <br />jobs that will be created, the new construction and the surrounding area. He indicated that <br />the Mossberg property was being well maintained, but surrounding properties were not. Ernest <br />Szarwark, attorney for Mossberg, spoke in favor of this resolution. Council Member Kopczynski <br />made a motion to adopt this resolution, seconded by Council Member Serge. The resolution was <br />adopted by a roll call vote of eight ayes. <br />BILLS. FIRST READING <br />BILL NO. 79 -80 <br />A BILL AMENDING VARIOUS SECTIONS WITHIN CHAPTER 2, ARTICLE 1, <br />OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, COM- <br />MONLY REFERRED TO AS THE COMMON COUNCIL. <br />This bill had first reading. Council Member Taylor made a motion to set this bill for public <br />hearing and second reading July 28, 1980, seconded by Council Member Crone. The motion car- <br />ried. <br />BILL NO. 80 -80 A BILL AMENDING CHAPTER 2, ARTICLE 5 OF THE MUNICIPAL CODE OF <br />THE CITY OF SOUTH BEND, INDIANA, BY THE ADDITION OF SECTION <br />2 -61 ENTITLED OLDER ADULTS COUNCIL. <br />This bill had first reading. Council Member Crone made a motion to set this bill for public <br />hearing and second reading July 28, 1980, and refer it to the Older Adults Committee, seconded <br />by Council Member Taylor. The motion carried. <br />BILL NO. 81 -80 <br />A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS <br />AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR <br />1981. <br />This bill had first reading. Council Member Taylor made a motion to substitute the amended <br />bill filed with the Clerk, and set it for public hearing and second reading July 28, 1980, <br />and refer it to the Personnel and Finance Committee, seconded by Council Member Beck. The <br />motion carried. <br />BILL NO. 82 -80 A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS <br />AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, WITHIN THE <br />DIVISION OF COMMUNITY DEVELOPMENT FOR THE YEAR FROM JULY 1, 1980 <br />TO JUNE 30, 1981. <br />This bill had first reading. Council Member Taylor made a motion that the Director's salary <br />be changed from $22,664 to $23,199, and set the bill for public hearing and second reading <br />July 28, and refer it to the Personnel and Finance Committee, seconded by Council Member Beck. <br />The motion carried. <br />BILL NO. 83 -80 <br />A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF THE YOUTH SERVICE BUREAU "SHELTER ", A PROGRAM <br />OPERATED THROUGH THE CITY OF SOUTH BEND, INDIANA, FOR THE <br />FISCAL YEAR BEGINNING 7 -1 -80 AND ENDING 6- 30 -81, INCLUDING <br />ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME <br />WHEN THE SAME SHALL TAKE EFFECT. <br />This bill had first reading. Council Member Beck made a motion to set this bill for public <br />hearing and second reading July 28, 1980, and refer it to the Personnel and Finance Committee, <br />seconded by Council Member Taylor. The motion carried. <br />BILL NO. 84 -80 <br />A BILL APPROPRIATING $4,357,000.00 FROM THE COMMUNITY DEVELOP- <br />MENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES <br />OF THE DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH <br />BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES FOR THE PROGRAM <br />YEAR BEGINNING JULY 7, 1980 ANE ENDING JULY 6, 1981, TO BE AD- <br />MINISTERED THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT. <br />This bill had first reading. Council Member Beck made a motion to set this bill for public <br />hearing and second reading July 28, 1980, and refer it to the Human Resources Committee, <br />seconded by Council Member Crone. The motion carried. <br />BILL NO. 85 -80 A BILL APPROPRIATING $43,513.00 OF TITLE XX GRANT MONIES AND <br />STATE YOUTH SERVICE BUREAU FUNDS FROM THE CITY OF SOUTH BEND <br />YOUTH SERVICE BUREAU FUND FOR VARIOUS YOUTH SERVICE BUREAU <br />ACTIVITIES DURING THE PERIOD JULY 1, 1980 THROUGH JUNE 30, 1981. <br />This bill had first reading. Council Member Beck made a motion to set this bill for public <br />hearing and second reading July 28, and refer it to the Personnel and Finance Committee, <br />seconded by Council Member Voorde. <br />There being no further business to come before the Council, unfinished or new, Council Member <br />Taylor made a motion to adjourn, seconded by Council Member Beck.
