South Bend Redevelopment Commission <br />Regular Meeting —June 26, 2013 <br />6. NEW BUSINESS <br />A. South Bend Central Development Area <br />(1) continued... <br />Amendment to the Addendum to the Master Agency Agreement, Supplement #1 with the <br />Board of Public Works (Studebaker Plaza). <br />B. Airport Economic Development Area <br />(1) Proposal for professional services in the Airport Economic Development Area <br />(Asbestos Inspection of 917 S. Lafayette, Hamilton Towing) <br />Mr. Relos noted that of the three Hamilton properties acquired, two have been cleaned and <br />cleared and are now ready for development. This one remaining property is currently <br />occupied by Hamilton, who has possession until June 2014. <br />To plan for the eventual clearance of this site, an Asbestos Containing Materials Survey <br />must be completed. The results of this inspection will then be incorporated into the demo <br />specs that will be prepared. Staff requests approval of this Professional Services Agreement <br />with JPR, in a not -to- exceed amount of $1,500 to allow the asbestos inspection report to be <br />completed. <br />Upon a motion by Mr. Downes, seconded by Ms. Schey and unanimously carried, the <br />Commission accepted the proposal from JPR for the asbestos inspection of 917 S. Lafayette <br />for the scope of services and fee proposed. (Hamilton Towing) <br />(2) Proposal for landscaping services in the Airport Economic Development Area (Oliver <br />Plow Industrial Park) <br />Mr. Relos noted that in 2010 the Commission approved improvements to the Oliver Plow <br />Industrial Park, including a pedestrian trail system from the west side of the park (Arnold <br />St.) to the east side (Chapin St.), entry signage and landscaping, decorative lighting, and the <br />development of the Oliver Plow Memorial Park, featuring a 110% life -size bronze statue of <br />James Oliver standing next to an Oliver Chilled Plow. <br />As part of the ongoing park's operations, plans are being drafted that would form an owner's <br />association, similar in nature to the Blackthorn Owners Association whereby owners in the <br />park would pay an annual amount to maintain the Memorial, entry signage and landscaping. <br />In the interim, the landscaping and irrigation system are in need of repair. Because of a tour <br />of the Memorial this week, Jay Harwood, the owner of Rose Brick, paid to have these two <br />items completed. <br />0 <br />
