Airport Economic Development Area <br />(5) continued... <br />Staff believes the administrative settlement of $323,750 ($350,000 less the acquisition cost <br />of $26,250) for this business is reasonable, in light of relocation costs that would have been <br />incurred, and requests approval to allow the acquisition of this property. <br />Ms. Schey asked that there was some discussion about expanding the PUD usages for <br />Ignition Park. Would this particular usage be a special exception? Mr. Kain noted that the <br />PUD does not apply to this section. It only applies to north of the railroad tracks. <br />Mr. Relos noted that once the Commission gets common ownership among development, <br />staff will ask for a replat, vacate the streets and alleys, and rezone the property. <br />Upon a motion by Mr. Downes, seconded by Ms. Schey and unanimously carried, the <br />Commission approved the Administrative Settlement for acquisition of property in the <br />amount of $350,000 for 1505 S. Kendall. <br />C. West Washington- Chapin Development Area <br />D. South Side Development Area <br />E. Northeast Neighborhood Development Area <br />(1) Resolution No. 3146 approving and authorizing the execution of an Addendum to the <br />Master Agency Agreement with the Board of Public Works (Hill St. Improvements). <br />Mr. Kain noted that Resolution No. 3146 and Addendum to the Master Agency Agreement <br />(Hill St. Improvement Project) authorizes the Board of Public Works to act as the <br />Commission's agent and sets the budget for the improvements. <br />South Bend Heritage Foundation is in the process of constructing 13 single family homes on <br />vacant lots on Hill St. between Crescent and Corby. Currently these lots are a detriment to <br />the neighborhood and add to the perception of crime and lack of safety. <br />The estimate for improvements provided by South Bend Heritage Foundation covers <br />replacement of substandard curb and sidewalk, alley paving, and ADA corners along Hill St. <br />between Crescent and Corby. Curb, sidewalk, and alley curb cuts that are new or in <br />otherwise good condition are to remain in place. The estimate also includes the cost to <br />prepare construction and public bidding documents. The total project budget for the <br />improvements is $168,922. <br />10 <br />
