REGULAR MEETING FEBRUARY 25, 1980 <br />REGULAR MEETING RECONVENED (CONTINUNED <br />RESOLUTION NO. 762 -80 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE.MAYOR TO SUBMIT TO THE <br />UNITED STATES GOVERNMENT, DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT, AN APPLICATION FOR 1980 COMMUNITY DEVELOPMENT, <br />AN APPLICATION FOR 1980 COMMUNITY DEVELOPMENT BLOCK GRANT <br />FUNDS UNDER TITLE I OF THE HOUSING AND COMMUNITY DEVELOPMENT <br />ACT OF 1977. <br />WHEREAS, the Mayor of the City of South Bend„ Indiana is the Chief Executive Officer of <br />the CIty, and is the applicant for Community Development Block Grant Funds under Title I of <br />the Housing and Community Development Act of 1977. <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, Indiana: <br />SECTION I. That the Mayor of the City of South Bend, Indiana is hereby authorized to <br />submit the 1980 Community Development Block Grant Application to the United States Government <br />under Title I of the Housing and Community Development Act of 1977. <br />SECTION II. That the Common Council of the City of South Bend, Indiana hereby requests <br />that the Mayor submit the 1980 Community Development Block Grant application to the Common <br />Council for review and comment at least two (2) weeks prior to the date upon which the Community <br />Development Block Grant Application must be filed with the Department of Housing and Urban <br />Development. <br />SECTION III. That for every activity, project, or program to be funded under this <br />Resolution, the Mayor shall submit to the Common Council a line item budget in ordinance form <br />prior to the expenditure of any Community Development Block Grant funds received upon approval <br />of this application. <br />SECTION IV. That this Resolution shall be in full force and effect from and after its <br />adoption by the Common Council and approval by the Mayor. <br />/s /Lewis A. Ms. Marzy Baurer, Director of <br />Community Development, indicated this was a resolution authorizing them to submit the City's <br />1980 CDBG application to the Department of Housing and Urban Development. She indicated that <br />a line item budget in ordinance form would be presented to Council before any funds were ex- <br />pended. Council Member Dombrowski indicated that he wanted to go on record as having three <br />changes made in the proposal; the $50,000 appropriation for the YWCA be stricken; that an <br />unspecified local option figure be cut from $364,675 to $264,675; and the $100,000 sum for <br />central budiness district improvements be increased to $250,000. Council Member Kopczynski <br />made a motion to adopt the resolution, as submitted by Ms. Bauer, seconded by Council Member <br />Szymkowiak. The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 763 -80 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, ACKNOWLEDGING AND AUTHORIZING THE PARTICI- <br />PATION OF CERTAIN CITY EMPLOYEES AND PUBLIC OFFICIALS IN <br />COMMUNITY DEVELOPMENT BLOCK GRANT, URBAN HOMESTEADING, AND <br />SECTION 312 LOAN PROGRAM ACTIVITIES. <br />WHEREAS, the Common Council of the City of South Bend, Indiana, is the Chief Governmeng <br />Body of the City; and <br />WHEREAS, the City is the recipient of Federal domestic assistance from the United States <br />Department of Housing and Urban Development (HUD) to conduct Community Development Block <br />Grant, Urban Homesteading, and Section 312 Loan activities. <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, Indiana: <br />SECTION I. That the Common Council of the City of South Bend, Indiana, hereby acknowledges <br />and authorizes the participation of the below named City employee or public official in below <br />noted HUD - funded activity(s): <br />Employee /Public Official Activity <br />Joseph Pluta I Section 312 Loan Program <br />SECTION II. That this Resolution shall be in full force and effect from and after its <br />adoption by the Common Council and approval by the Mayor. <br />/s /Lewis A. Ms. Marzy Bauer, Director of Com- <br />munity Development indicated that a new requirement issued by HUD stated that waivers would <br />now be granted on the condition that the Common Council publicly recognize the participation <br />of city employees or public officials in HUD - funded programs. Council Member Kopczynski made <br />a motion to adopt this resoltuion, seconded by Council,Member Serge. The resolution was <br />adopted by a roll call vote of nine ayes. <br />
