M &I REGULAR MEETING DECEMBER 3, 1979 REGULAR MEETING RECONVENED (CONTINUED SECTION 5. This resolution shall be in full force and effect from and afters its passage by the Common Council of the City of South Bend and approval by the Mayor.. /s /Roger 0. Parent Member of the Common Council A public hearing was held on the resolution at this time. Mr. Richard Cramer, attorney for Jackel, Inc., indicated this resolution was an inducement for Jackel to acquire industrial manufacturing equipment to be installed in its existing plant located at 15314 Harrison Road. He indicated they intend to apply to the Economic Development Commission for bonds not exceeding $600,000. Council Member Serge made a motion to adopt this resolution, seconded by Council Member Adams. The resolution was adopted by a roll call vote of eight ayes. BILLS, FIRST READING BILL NO. 182 -79 A BILL APPROVING THE FORM AND TERMS OF LEASE AND TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE EXECUTION THEREOF, AND APPROVING RESOLUTION NO. 38 -79 OF THE SOUTH BEND ECONOMIC DEVELOPMENT COMMISSION RELATING TO THE MISCH MANUFACTUR- ING CO., A PARTNERSHIP PROJECT. This bill had first reading. Council President Parent asked for a motion to set this bill for public hearing and second reading December 17, 1979, at 7:00 p.m. Council Member Taylor made the motion, seconded by Council Member Miller. The motion carried. BILL NO. 183 -79 A BILL APPROVING THE FORM AND TERMS OF LOAN AGREEMENT, TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE EXECUTION THEREOF, AND APPROVING RESOLUTION NO. 39 -79 OF THE SOUTH BEND ECONOMIC DEVELOPMENT COMMISSION RELATING TO THE R &C REALTY, AN INDIANA PARTNERSHIP project. This bill had first reading Council Member Taylor made a motion to set this bill for public hearing and second reading December 17, 1979, seconded by Council Member Miller. The motion carried. BILL NO. 184 -79 A BILL APPROVING THE FORM AND TERMS OF LOAN AGREEMENT, INDENTURE OF TRUST, AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE EXECUTION THEREOF, AND APPROVING RESOLUTION NO. 29 -79 OF THE SOUTH BEND ECONOMIC DEVELOPMENT COMMISSION RELATING TO THE RIVER GLEN OFFICE PLAZA ASSOCIATES PROJECT. This bill had first reading. Council Member Miller made a motion to set this bill for public hearing and second reading December 17, 1979, seconded by Council Member Kopczynski. The motion carried. BILL NO. 185 -79 A BILL AUTHORIZING THE ISSUANCE OF $600,000 ECONOMIC DEVELOPMENT REVENUE BONDS (JACKEL, INC. PROJECT) OF THE CITY OF SOUTH BEND, INDIANA FOR THE PURPOSE OF FUNDING A LOAN TO JACKEL, INC. IN ORDER TO FINANCE THE ACQUISI- TION AND INSTALLATION OF CERTAIN INDUSTRIAL MANUFACTURING EQUIPMENT FOR USE BY JACKEL, INC. IN ST. JOSEPH COUNTY, INDIANA, AUTHORIZING EXECUTION OF THE LOAN AGREEEMENT AND TRUST INDENTURE AND SECURITY AGREEMENT AND AUTHORIZING THE TERMS AND SALE OF.SAID BONDS. This bill had first reading. Council Member Kopczynski made a motion to set the December 17, 1979, Council meeting at 6:00 p.m., seconded by Council Member Adams. The motion carried. BILL NO. 186 -79 A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND. This bill had first reading. Council Member Miller made a motion to refer this bill to Area Plan, seconded by Council Member Adams. The motion carried. BILL NO. 187 -79 A BILL APPROPRIATING $35,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR A PUBLIC WORKS LIGHTING PROJECT TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THOUGH THE DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC WORKS. This bill had first reading. Council Member Miller made a motion to set this bill for public hearing and second reading December 17, 1979, seconded by Council Member Adams. The motion carried. BILL NO. 188 -79 A BILL TRANSFERRING MONIES FROM VARIOUS ACCOUNTS TO VARIOUS ACCOUNTS WITHIN THE BUREAU OF SUBSTANDARD BUILDINGS BUDGET OF THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA. This bill had first reading. Council Member Miller made a motion to set this bill for public hearing and second reading December 17, 1979, seconded by Council Member Adams. The motion. carried.
