REGULAR MEETING AUGUST 27, 1979 REGULAR MEETING RECONVENED (:CONTINUED) RESOLUTION NO. 715 -79 A RESOLUTION FOR THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT TO THE UNITED STATES GOVERNMENT, DEPARTMENT HOUSING AND URBAN DEVELOPMENT, AN APPLICATION FOR A GRANT UNDER THE "TARGETED JOBS DEMONSTRATION PROGRAM." WHEREAS, the City of South Bend, acting through the Office of the Mayor and the Common Council, has agressively and successfully sought to improve South Bend's economy by initiating and supporting economic development projects which increase the City's tax base, job opportunitiE and local incomes; and WHEREAS, the City of South Bend, acting through the Office of the Mayor and Common Council, has agressively and successfully sought out federal assistance to support local efforts and to supplement local resources; and, WHEREAS, the purpose of the "targeted jobs ,demonstration grant: is to strengthen the links between the City's community and economic development activities and manpower activities so that the maximum feasible number of jobs created under federally- assisted development projects go to economically disadvantaged people who are eligible for assistance under the CETA program and so that the maximum feasible number of "spinoff" business opportunities created under these project: go to small, local businesses, minority entrepreneurs, or community development corporations; an( WHEREAS, the Mayor is the chief executive officer of the City, and is the applicant for a demonstration grant called "Targeted Jobs Demonstration Grant: under the auspices of the Federal Inter - Agency Coordinating Council on behalf of six federal agencies. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of South Bend, Indiana: SECTION I. Hereby establish the authority of the Mayor of the City of South Bend to submit an application for funds in the amount of Two Hundred Thousand Dollars ($200,000) to the United States Department of Housing and Urban Development under the "Targeted Jobs Demonstra- tion Program." SECTION II. Hereby designates the Division of Community Development as the administrative agent for the program. The Division of Community Development shall submit to the Common Council a line item budget in ordinance form prior to any expenditures of any grant money received upon approval of this application. SECTION III. The Division of Community Development shall submit a copy of the Targeted Jobs Grant Application to the Members of the Common Council prior to submittal of the grant application to the Department of Housing and Urban Development. SECTION IV. This resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. /s /Roger 0. Parent Member of the Common Council A public hearing was held on the resolution at this time. Mr. Carl Ellison, Director of Human Resources, indicated that the Community Development Department has submitted a pre - application to HUD for this grant program. He said the City was selected as one of the fifty finalist. He said contingent upon Council approval the City will submit a full application by October 10, 1979. Council Member Miller indicated he was opposed to applying for a grant to be spent for administrative costs. He indicated that the Human Resources and Economic Development Committee should work with Community Development in developing this program. Council Member Serge made a motion to adopt this resolution, seconded by Council Member Szymkowiak.. The resolution was adopted by a roll call vote of nine ayes. RESOLUTION N0. 716 -79 A RESOLUTION TO FILE AN APPLICATION TO THE INDIANA DEPARTMENT OF NATURAL RESOURCES. WHEREAS, the City of South Bend, Indiana, Department of Public Parks is desirous of im- proving the Saint Joseph River Cooridor for recreational activities and environment improve- ments and in accord with the Saint Joseph River Cooridor plan (master Plan) adopted by the City of South Bend, and WHEREAS, funds are needed for such a project. Section I. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana that permission is hereby given to the Department of Public Parks to file an application to the Indiana Department of Natural Resources, Division of Outdoor Recreation, for Federal Land and Water Conservation Funds to finance the East Race development of said Saint Joseph River Corridor project.
